The Regional Government authorizes the 66 kV Conil-Zumajo power line

The Territorial Delegation of Economy, Finance, European Funds and of Industry, Energy and Mines in Cádiz has granted Electra Conilense, S.L.U. the prior administrative authorization and the administrative construction authorization for the 66 kV overhead-underground line linking the Conil substation with the Zumajo substation, within the municipal terms of Conil de la Frontera and Vejer de la Frontera. The resolution, signed on August 5, 2026, by the territorial delegate María Inmaculada Olivero Corral, is published in the Official Gazette of the Province of Cádiz no. 186, of September 25, 2026, under reference no. 290.705, and dismisses the allegations of Savanna Power Solar 23, S.L.U. and Agropecuaria Patiño de Vejer CB.

The file, processed under number AT-14435/21, originates from the application submitted on December 30, 2020, by the company, with registered office at plaza José Manuel García Caparros, 11-bajo, Conil de la Frontera, and NIF B-11382769. The project was signed by Laura Vaz Herencia on December 23, 2020. The unified environmental authorization was granted on July 19, 2024, and was subsequently subject to a non-substantial modification, processed as AAU/CA/094/21/MNS1. The procedure was conducted in accordance with Royal Decree 1955/2000, of December 1, and Law 24/2013, of December 26, on the Electricity Sector.

Technical characteristics of the installation

• Service voltage: 66 kV; maximum admissible voltage: 72.5 kV.
• Length: 7.953 km overhead and 0.086 km underground.
• Power to be transmitted: 100,000 kVA; short-circuit current: 31.5 kA.
• Conductors: overhead 242-AL1/39-ST1A (LA-280) and underground 630 mm² aluminum XLPE 66 kV.
• Metal supports from 12 to 44 meters in free height, manufactured by Imedexsa, with U100BS insulators.
• 50 mm² spike earth electrodes, 66 kV self-valves, and OPGW-48 earth-fiber optic cable.

Allegations rejected due to overlap with the Zumajos cluster

During the second public information period, published in the Official Gazette of the Province of Cádiz no. 89, of May 13, 2026, Savanna Power Solar 23, S.L.U. alleged that the line overlaps with the installations of the “Cluster Zumajos 66 kV”, corresponding to files AT-15797/24, AT-15798/24, AT-15799/24, and AT-15800/24, located at cadastral reference 11039A056000060000RW, and proposed modifying the route. Agropecuaria Patiño de Vejer CB invoked its status as the owner of the estate and the lease agreement signed with the cluster promoters.

The holder responded on June 21 and July 31, 2026, that the allegations referred to a modified project that does not affect that plot, that the agreements with the cluster companies are subsequent to the public information period, and that the overlapping facilities lack environmental and sectoral authorization. The Delegation recalls that the resolution only covers technical conditions and that disputes over ownership or leasing fall outside its scope. Both entities have been recognized as interested parties in the proceedings.

Conditions, deadlines, and appeals

• The execution of the installation must be completed within a period of six years from the day following the notification.
• The works shall comply with the authorized project and the conditions accepted by the holder.
• The authorization does not exempt the holder from obtaining other licenses or from the responsibilities derived from the execution.
• Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the counselor of University, Industry, Energy, and Innovation of the Regional Government of Andalusia (Junta de Andalucía) within a period of one month.

The authorization clears the main administrative obstacle for an infrastructure intended to serve the electricity supply of Conil de la Frontera, after more than five years of processing and two public information periods. The ruling directly affects the owners of the land through which the route runs and the photovoltaic developers in the Zumajo area, who still have one month to file an appeal for reversal.
