The Regional Government authorizes the 30 kV power line in Dos Hermanas

The Territorial Delegation of Economy, Finance, European Funds, Social Dialogue and of Industry, Energy and Mines in Seville has granted the company ES Planta Solar 2, S.L. (B40545527) the modification of the prior administrative and construction authorization and the specific declaration of public utility for the 30 kV overhead-underground line that evacuates the photovoltaic plants HSF Bajo Guadalquivir and HSF Bajo Guadalquivir II. The resolution is published in the BOP of Seville number 186, dated September 24, 2026, with the official reference BOP-SE-2026-186032, and bears the signature date of June 11, 2026, by the territorial delegate, Antonio José Ramírez Sierra.

A shared infrastructure segregated into three files

The project is processed under file 296.494 (R.E.G. 6.850), after the company requested the segregation of the facilities on July 10, 2024. The HSF Bajo Guadalquivir II plant and the SET Bajo Guadalquivir II 30/66 kV step-up substation remain in file 283.555, while the evacuation line began to be processed independently. The two 66 kV lines were converted into two 30 kV lines connecting each plant to the SET Colectora Nudo Quintos 30/220 kV; the collector substation and the 220 kV underground line to the SE Quintos 220 kV of Red Eléctrica de España, S.A.U. are processed separately, in file 296.499.

The infrastructure is shared by two generation facilities with independent projects and processing:

• HSF Bajo Guadalquivir, promoted by ES Planta Solar 1, S.L., file 283.554.
• HSF Bajo Guadalquivir II, promoted by ES Planta Solar 2, S.L., file 283.555.

Technical characteristics of the line

The resolution details the main characteristics of the evacuation infrastructure:

• Voltage of 30 kV, third category and frequency of 50 Hz.
• Length of 13,335.97 meters, with the entire route within the municipality of Dos Hermanas.
• Origin at the sectioning center of HSF Bajo Guadalquivir II, with a stop at the sectioning center of HSF Bajo Guadalquivir, and ending at the 30 kV position of the SET Colectora Nudo Quintos 30/220 kV.
• Initial overhead-underground section in single circuit (underground HEPRZ1 1x4x(3x630) Al + H25; overhead LA-280 HAWK and 18/30 kV) and final underground section in double circuit HEPRZ1 1x2x(3x800) Al+H25.
• Location of the generation plants: polygon 20, plot 99, and polygon 38, plots 10, 14, 16, 17, 36 and 37, of Dos Hermanas.
• Technical project with a responsible declaration dated May 21, 2025, signed by the industrial technical engineer Juan Emilio Bertoméu Magraner, member number 2601 of the College of Engineers of Alicante.

The company Red Eléctrica de España, S.A.U. established in a report dated April 3, 2020, a maximum evacuation capacity of 75.5 MW at the SE Quintos 220 kV node. The Territorial Delegation of Sustainability and Environment in Seville resolved on May 7, 2026, that the modifications regarding the binding Unified Environmental Authorization report (AAU/SE/0135/2021/M1) were not substantial.

Allegations and public information process

The file was submitted for public information through announcements in the BOJA number 124, of July 1, 2025; the BOP of the province of Seville number 119, of July 24, 2025; the BOE number 157, of July 1, 2025; the ABC newspaper of June 27, 2025, and the notice board of the Dos Hermanas City Council, with certification dated August 18, 2025. Allegations were submitted by:

• Gestión Empresarial Gonzar, S.L., owner of four estates in the municipality of Dos Hermanas.
• Aurora Blanco González, Julián José Blanco González, Hermanos Moreno Blanco, and José Ruperto Blanco Zambruno, owners of estates affected by the layout.
• Nicolás Gil Blanco, co-owner of an estate, who questioned the discrepancy between the published layouts.
• Alberto Mata Bouza, representing NARA ES Solar 7, S.L.U., lessee of an affected estate.

Notice was also given within a thirty-day period to ADIF, EMASESA, Red Eléctrica de España, S.A.U., Confederación Hidrográfica del Guadalquivir, E-Distribución Redes Digitales, S.L.U., Telefónica de España, S.A.U., Enagás, S.A., the Dos Hermanas City Council, and several territorial delegations of the Junta de Andalucía.

Expropriation effects and appeals

The declaration of public utility implies the need for occupation of the assets and urgent occupation for the purposes of Article 52 of the Forced Expropriation Law of December 16, 1954, with the requesting company acquiring the status of beneficiary. An optional appeal for reversal may be filed against the resolution within one month, as well as an administrative appeal before the counselor of Industry, Energy and Mines of the Junta de Andalucía, also within one month.

The authorization consolidates the shared evacuation of two photovoltaic plants in the vicinity of Dos Hermanas and activates the expropriation procedure for the affected estates, a sensitive point for agricultural owners who have already expressed their rejection of the layout and their reservations regarding compensation.
