The Regional Government authorizes the 32 MW Soberbina photovoltaic plant in five municipalities
Por FactBox Admin

The Territorial Delegation of Economy, Finance, European Funds and of Industry, Energy and Mines in Seville, of the Regional Government of Andalusia (Junta de Andalucía), has granted the company Soberbina Energía, S.L. the prior administrative authorization for the installation of electric power generation using solar photovoltaic technology called HSF Soberbina, with an installed capacity of 32.008 MW, and its evacuation infrastructure. The resolution, signed on August 18, 2025, by the territorial delegate, is published in the Official Gazette of the Province of Seville (Boletín Oficial de la Provincia de Sevilla) number 194, dated October 6, 2026, with the official reference BOP-SE-2026-194041.
The file, processed under numbers 288.407 and R.E.G. 4.451, began on March 16, 2023, when the company submitted the application for prior administrative authorization. The procedure has been governed by Title VII of Royal Decree 1955/2000, of December 1, and by Decree 356/2010, of August 3, on unified environmental authorization, in addition to Law 24/2013 of the Electricity Sector and Royal Decree 413/2014, of June 6.
A 32-megawatt plant and nearly 30 kilometers of line
The authorization covers both the generation park and its connection to the grid. The technical characteristics detailed in the resolution are as follows:
- Photovoltaic module power (peak): 33.452 MWp.
- Installed power in inverters: 32.008 MW.
- Maximum evacuation power: 25.5 MW.
- Evacuation voltage: 66 kV.
- Connection point: SET Palomares 66 kV, owned by E-Distribución Redes Digitales, S.L.U.
- Plant location: polygon 18, plot 7, cadastral reference 41104A018000070000BS, in Isla Mayor (Seville).
- 66/30 kV transformer substation with a 26 MVA transformer and YNd11 connection group.
- High-voltage line of 29,893.9 meters, divided into six sections: three overhead and three underground.
The technical project is the “Basic project for the Soberbina solar photovoltaic plant, electrical substation and electrical evacuation line in the municipality of Isla Mayor (Seville)”, with a responsible declaration dated February 3, 2023, and its line modification, with a responsible declaration dated March 5, 2025. The competent qualified technician is the industrial engineer Antonio Alcaide Cáceres, member number 0981 of the Official College of Industrial Technical Engineers of Córdoba.
Five municipalities of the metropolitan area in the route
The evacuation route crosses the municipal boundaries of Isla Mayor, La Puebla del Río, Coria del Río, Almensilla, and Palomares del Río. The overhead sections total 25,082.2 meters and the underground sections 4,811.7 meters, with LA-380 conductors in the overhead spans and XLPE 36/66 kV in the buried sections. The first overhead section runs entirely through Isla Mayor; the third, measuring 12,670.1 meters, is the one affecting La Puebla del Río, Almensilla, Palomares del Río, and Coria del Río.
The file was submitted for public consultation through announcements in the BOP of the province of Seville number 63, dated April 2, 2025, and in the BOJA number 62, dated April 1, 2025. On May 14, 2025, environmental allegations were filed by the Asociación Ecología y Libertad, which were forwarded to the environmental body. Notification was also provided to the five affected city councils, the Confederación Hidrográfica del Guadalquivir, Red Eléctrica de España, S.A.U., the ministries for Ecological Transition and Transport, and the territorial services for Sustainability and Livestock Routes.
Favorable environmental report and appeal process
On June 24, 2025, the Delegación Territorial de Sostenibilidad, Medio Ambiente y Economía Azul en Sevilla issued a binding favorable report for unified environmental authorization, file AAU/SE/0858/2023/N, the determinations of which are incorporated into the authorization. On August 11, 2025, the competent body for Territorial Planning reported on the territorial impact of the action, and on August 14, the company submitted a letter of conformity.
The resolution warns that the authorization is granted without prejudice to urban and municipal licenses, and may become void if the access and connection rights expire, and that the execution and commissioning deadlines will comply with Royal Decree-law 23/2020, of June 23. Against the agreement, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the head of the Consejería de Industria, Energía y Minas within one month from the day following its notification.
The authorization consolidates a 32 MW project that had been in processing for more than two and a half years and which extends its evacuation infrastructure across five municipalities in the Seville metropolitan area. For the residents of those towns, the text establishes the definitive route of the line, the environmental conditions that the promoter must meet, and the exact point of connection to the distribution network—key elements for measuring the territorial and energy impact of the installation.
