The Regional Government authorizes the 12.78 MW BESS battery in Villamartín

The Territorial Delegation of the Ministry of University, Industry, Energy and Innovation in Cádiz has granted ANTU SOLAR SL the prior administrative authorization and the administrative construction authorization for the high-voltage electrical installation “HIBRIDACIÓN BESS VILLAMARTÍN”, a battery energy storage system using lithium-ion batteries with an installed capacity of 12.78 MW and an evacuation capacity of 9 MW. The resolution, signed by the territorial delegate María Inmaculada Olivero Corral, is published in the Official Gazette of the Province of Cádiz number 164, dated August 26, 2026, under announcement number 259.172 and file AT-16324/26.

A hybridization project on an existing operational plant

The installation will be located in the municipality of Villamartín (Cádiz) and aims to hybridize the “PSFV VILLAMARTÍN” solar photovoltaic plant, whose operating authorization was issued on May 10, 2022, by the Government Delegation in Cádiz in favor of the same company. The authorization request was submitted on November 12, 2025, and on April 15, 2026, the favorable environmental resolution was issued by the Territorial Delegation of Sustainability and Environment in Cádiz (file AAU/CA/020/17/MNS5), which established the conditions for environmental protection.

The technical project, drafted by the industrial technical engineer Robin Oliver Friedrich Schöck, member number 4459 of the Official College of Experts and Industrial Technical Engineers of Málaga, with visa 10682/2025, also incorporates a modification annex by the same author.

Technical characteristics of the storage

The storage plant consists of the following main elements:

  • 5 lithium-ion battery containers, each with 2,236 kW and 4,472 kWh.
  • 12 inverters of 213 kW per container, totaling 2,556 kW per container, with a maximum efficiency of 99%.
  • Power limited at the inverter output via PPC controller to 9 MW.
  • 2 transformation centers, with transformers of 6,600 kVA (20 kV/0.8 kV) and 100 kVA for auxiliary services.
  • 2 underground medium-voltage lines of 20 kV, with lengths of 15 and 580 meters, and a new sectioning center with SF6-free modular cells.
  • An evacuation line of 20 kV to the sectioning center of the existing photovoltaic plant.

Regulatory framework and procedures

The resolution is issued in the exercise of delegated powers in energy matters and is based on Law 24/2013, of December 26, on the Electricity Sector; Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical installations; Royal Decree 413/2014, of June 6, on the production of electrical energy from renewable sources; and Royal Decree 1183/2020, of December 29, on access and connection to the networks. Decree-law 26/2021, of December 14, on administrative simplification for economic reactivation in Andalusia, is also applied.

During the processing, the application was forwarded to the Villamartín City Council, which gave its consent. The authorization is granted subject to other mandatory licenses and authorizations from other bodies, and the works must be executed in accordance with the submitted project. The holder must notify the Delegation of the completion of the works for final recognition and the extension of the operating authorization, three months in advance.

Impact on supply and energy transition

The hybridization of the Villamartín photovoltaic plant with battery storage will allow the storage of surplus solar generation and its discharge into the grid when necessary, improving supply stability and the integration of renewables in the province of Cádiz. The installation, which will connect to the 20 kV VILLMART substation, reinforces the municipality’s role in the Andalusian energy transition and in the utilization of solar energy in the area.
