The Regional Government authorizes the El Soldado solar plant with batteries in Carmona

The Regional Government of Andalusia (Junta de Andalucía) has granted BMP Solar, S.L. the prior administrative authorization and the administrative construction authorization for the PSFV El Soldado photovoltaic plant, with an installed capacity of 5 MW and a battery storage system, in the municipality of Carmona (Seville). The resolution was signed on September 7, 2026, by the territorial delegate of Economy, Finance, European Funds, and Industry, Energy and Innovation in Seville, Antonio José Ramírez Sierra, and was published in the Official Gazette of the Province of Seville number 183, dated September 21, 2026 (reference BOP-SE-2026-183028).

The file, processed under number 294.438 and registration R.E.G. 6.398, began on June 19, 2024, when BMP Solar, S.L. (CIF B67858019), with registered offices at calle Serrano 21 in Madrid, requested both authorizations under Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1. The installation is located in polygon 74, plot 20, of Carmona, and its purpose is the production of electrical energy through photovoltaic technology, under section b.1.1 of Royal Decree 413/2014, of June 6.

The processing followed Title VII of Royal Decree 1955/2000 and Decree 356/2010, of August 3, on unified environmental authorization. The file was submitted for public consultation via an announcement in the Official Gazette of the Province of Seville number 26, dated February 9, 2026, with no objections presented. Notice was also given within a thirty-day period to the affected administrations and companies, which expressed their agreement:

• EDistribución Redes Digitales, S.L.U.
• Provincial Council of Seville

Technical characteristics of the installation

The plant combines photovoltaic generation and storage. The module capacity is 5.81 MWp, the installed inverter capacity is 5 MW, and the maximum evacuation capacity is 4.92 MW, with an evacuation voltage of 15 kV. The connection point is the disconnecting center of the PSFV Adelfas 3 photovoltaic plant, owned by Sustainable PV 1, S.L., located at UTM coordinates X 258101.58 m E and Y 4144658.47 m N (ETRS 89, zone 30).

The main declared elements are:

• 20 stand-alone type electrochemical battery modules reaching a capacity of 5 MW.
• 8,300 photovoltaic modules of 700 Wp from the brand RISEN ENERGY, model RSM132-8-700BHDG or similar, made of monocrystalline silicon.
• 330 strings of 25 modules in series, grouped into 332 trackers in a 1V25 arrangement.
• 20 Huawei Sun2000-250KTL-H1 inverters or similar, with 250 kW of active power each.
• 2 transformers of 15/0.8 kV and 1,600 kVA, connected in series in a 4,800 kVA circuit.

The technical project corresponds to the PSFV El Soldado solar photovoltaic plant of 5.81 MWp/5 MWn with BESS storage and a responsible declaration dated October 16, 2025. It is signed by the industrial technical engineer Ángel Blanco García, member number 1162 of the Official College of Industrial Technical Engineers of Huelva.

Environmental, territorial, and grid access reports

The Territorial Delegation of Sustainability and Environment in Seville issued on July 22, 2026, a binding favorable report for unified environmental authorization, under file AAUS/SE/112/2025/N, in which it establishes the environmental conditions for the execution of the project. Its full text is available on the website of the department competent in environmental matters.

Previously, on November 26, 2024, the competent delegation in Territorial Planning reported favorably on the territorial impact of the action, in accordance with Law 7/2021, of December 1, and Decree 550/2022, of November 29. Regarding electrical matters, e-distribución Redes Digitales, S.L.U. updated on August 7, 2024, the access and connection conditions at the 15 kV Busbar of Viso Substation node, with a maximum evacuation power of 4.8 MW accepted by the applicant. On January 13, 2026, the promoter also provided the binding agreement for the shared use of evacuation infrastructures required by article 123.2 of Royal Decree 1955/2000.

Conditions, deadlines, and appeal process

The authorization is granted without prejudice to the municipal, urban planning, and territorial planning licenses and permits that may be required, and shall become void if the access and connection rights supporting it expire. Execution and commissioning must comply with the deadlines of Royal Decree-law 23/2020, of June 23, and the owner must notify the delegation of the completion of the works for final recognition and the commissioning certificate, which is essential for the installation to operate.

The resolution does not end the administrative process: an administrative appeal (recurso de alzada) may be filed before the Counselor of University, Industry, Energy, and Innovation of the Junta de Andalucía within one month from the day following its notification, or a contentious-administrative appeal may be filed before the corresponding judicial body.

The decision clears the administrative path for a project that will occupy rural land in the municipality of Carmona and affects the plot owners and surrounding neighbors due to the use of the land, the shared evacuation line, and the imposed environmental conditions. The authorization enables construction, but does not exempt the project from municipal licenses or environmental and territorial conditions, which may modify the resolution prior to the operating authorization.
