The Regional Government authorizes the electrical reinforcement of the Carretera center in La Carlota

The Territorial Delegation of Economy, Finance and European Funds, and of University, Industry, Energy and Innovation in Córdoba has granted prior administrative authorization and administrative construction authorization to Edistribución Redes Digitales SLU to renovate the transformation center CD 40526 “Carretera”, located in the area of El Arrecife, in the municipality of La Carlota. The installation’s power increases from 50 to 250 kVA. The resolution, processed under file AT 23/20, is published in the Official Gazette of the Province of Córdoba number 182, dated September 21, 2026, pages 13493 to 13496, within section IV, Junta de Andalucía.

A renovation from 50 to 250 kVA in El Arrecife

The authorized project is titled “Execution project for the power increase of CD 40526 ‘Carretera’ at 15 kV, located in polygon 4 plot 91, El Arrecife, in the municipality of La Carlota (Córdoba)”. Its main technical characteristics are as follows:

• Type: outdoor pole-mounted transformation center.
• Location: El Arrecife area (polygon 4, plot 91).
• Municipality: La Carlota (Córdoba).
• Transformation ratio: 15/0.4 kV.
• Installed power: 50 kVA.
• Projected power: 250 kVA.
• Scope: replacement of the current 50 kVA B2 transformer with a new 250 kVA B1B2 one and adaptation of protections.

The power increase quintuples the capacity of the center, which serves the electrical demand of the area.

The legal framework of the authorization

The resolution is issued under Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The processing also complied with Decree 9/2011, of January 18, and Decree-Law 26/2021, of December 14, on administrative simplification in Andalusia.

The Territorial Delegation is competent according to Royal Decrees 1091/1981 and 4164/1982, regarding the transfer of competencies to the Junta de Andalucía in matters of Industry, Energy and Mines, and the Resolution of March 11, 2022, of the General Directorate of Energy on the delegation of competencies. The technicians of the Energy Department issued a favorable report on the project, signed by a competent technician and endorsed by the corresponding professional association.

Since the declaration of public utility was not requested and it is not subject to Unified Environmental Authorization, the installation did not undergo the public information process provided for in article 125 of Royal Decree 1955/2000.

Conditions, deadlines and appeal process

The authorization is granted with eight conditions, including the following:

• The works must be executed in accordance with the project and annexes presented.
• The authorization is granted subject to other authorizations, permits, and licenses from other agencies, and without prejudice to the legitimate rights of third parties.
• The commissioning period is 24 months from the resolution.
• The holder must communicate the completion of the works for their final recognition and, if applicable, the extension of the operating resolution.
• The Administration may nullify the resolution if it observes non-compliance with the imposed conditions.

The resolution, signed in Córdoba on August 18, 2026, by the territorial delegate Agustín López Ortiz and the head of the Energy Service José María Pérez Gil, does not exhaust the administrative route. An administrative appeal (recurso de alzada) may be filed before the head of the Ministry of Industry, Energy, and Mines within one month from the day following its publication or notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1, and article 115.1 of Law 9/2007, of October 22.

Impact for the area

The renovation provides El Arrecife with a transformation center with five times more capacity, which reinforces the electricity supply in an environment of rural plots and dispersed uses within the municipality of La Carlota. The authorization enables Edistribución Redes Digitales SLU to execute the works, but the 24-month deadline and the requirement for a final work certificate condition the effective entry into service of the installation.
