The Board authorizes two sections of the Porto-Cobreros power line in Cobreros

The Regional Government of Castilla y León has authorized the modification of two sections of the 45 kV Porto-Cobreros high-voltage overhead line (LAT) in the municipality of Cobreros (Zamora), and has declared it to be of public utility, which implies the necessary occupation of the affected properties. The decision was made by the Territorial Service of Industry, Trade and Economy of Zamora, under the Territorial Delegation of Zamora, and is published in the Official Gazette of the Province of Zamora No. 121, dated October 14, 2026, in section II (Regional Administration), pages 7 to 11 (official reference: 202602297). The resolution is dated in Zamora on September 15, 2026, and was electronically signed on October 13, 2026, by the head of the territorial service, Manuel I. Moreno López.

A process of more than three years

The file, registered under Energy number 231223, began on June 9, 2023, when UFD Distribución Electricidad, S.A. submitted the request for prior administrative authorization, administrative construction authorization, and declaration of public utility, accompanied by the “Project LAT 45 kV Porto-Cobreros regulation AP. 86, 91 and 209.”

The territorial service requested complementary documentation from the company on four occasions: September 24, October 21 and November 25, 2025, and May 11, 2026. The public information was incorporated into the file on May 18, 2026, and its announcement was published on May 26 in the Official Gazette of Castilla y León and on May 29 in the Official Gazette of the Province of Zamora. No objections were received during the process.

On September 9, 2026, the energy section issued a favorable report for the granting of both authorizations. The reports from the Cobreros City Council, the Government Sub-delegation in Zamora, Citizen Protection, and the Provincial Council of Zamora are also included in the file.

Two sections and a new lattice tower

The authorized action consists of two interventions on the line, with the following technical characteristics:

• Section 1: LA-145 type conductor, between tower 85 (31) and tower 86 (30), with a length to be modified of 85.15 meters.
• Section 2: LA-56 type conductor, between tower 208 (92) and tower 211 (95), with a length to be modified of 220.85 meters.
• New tower No. 209N: type O-1600-18.9-CAPA-2.8, at UTM ETRS89 H30 coordinates X = 692238 and Y = 4659870.
• Location: polygon 34, plot 144, Cruz Cobreros area, with cadastral reference 49057A03400144.

The project replaces the existing metal support 209 (93)/AGAC with the new 209N/AG-AC lattice support of greater height, located 2 meters from the current one in the direction of the alignment of support 210 (94), which slightly modifies the route. This necessitates the installation of 30-kilogram counterweights on adjacent supports, adjusting the length of the mooring chains at the ends of the section, and placing floating moorings on supports 85 (31) and 86 (30).

Public utility and impact on a pasture plot

The declaration of public utility is adopted under Title IX of Law 24/2013, of December 26, on the Electricity Sector, whose Article 56 links this declaration to the need for occupation of assets and the acquisition of the affected rights. Furthermore, the resolution implies urgent occupation for the purposes of Article 52 of the Law of December 16, 1954, on Compulsory Expropriation, and enables the passage of the installation over public domain lands and patrimonial assets.

The annex to the resolution lists a single impact:

• Municipality: Cobreros.
• Property: 1; polygon 34, plot 144.
• Cadastral reference: 49057A03400144.
• Support: 209N, with one unit.
• Affected area: 3.25 square meters.
• Nature of the land: pastures.

Conditions, deadlines, and appeal process

The works must be executed in accordance with the project and the technical documentation submitted, and must fully comply with the conditions of the bodies that reported on the file. Elements that remain out of service after the renovation must be removed and dismantled, including the support foundations, within a maximum period of six months from the authorization of operation.

The installation must be carried out in accordance with Royal Decree 1432/2008, of August 29, on the protection of avifauna against collision and electrocution in high-voltage lines. The deadline to execute the installations and request the authorization of operation is one year from the day following the notification of the resolution.

Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the Director General of Energy and Mines within one month, in accordance with Articles 121 and 122 of Law 39/2015, of October 1. The applicable procedural framework is Decree 46/2022, of November 24, of the Junta de Castilla y León, and Royal Decree 1955/2000, of December 1.

The authorization unlocks a renovation pending since 2023 on a 45 kV distribution line and formally opens the way for the urgent expropriation of the affected plot, located on rural pasture land. For the owners in the area, the announcement sets the occupation schedule and the one-month deadline to appeal; for other users, it consolidates the technical adequacy of a section of the electrical distribution network in western Zamora.
