Por FactBox Admin

The Regional Government of Castilla y León has authorized i-DE Redes Eléctricas Inteligentes, S.A.U. to construct two new 45 kV high-voltage underground power lines that will run between the Villimar substation and support number 149, in the municipality of Burgos. The decision was signed by the head of the Territorial Service of Industry, Commerce, and Economy of Burgos, María Dolores Velasco Lajo, via a resolution dated August 31, 2026, published in the Official Gazette of Castilla y León number 205, dated October 22, 2026, in section I.D of other provisions (reference BOCYL-D-22102026-205-21, pages 114 to 116).
The file and its processing
The application was submitted by the distributor on June 1, 2026, with the stated objective of improving the distribution network in the Gamonal-Villayuda industrial estate, in the eastern area of the Burgos capital. The process was carried out under the abbreviated procedure of Decree 46/2022, of November 24, which regulates the administrative authorizations for electrical energy installations in Castilla y León, and in accordance with Law 24/2013, of December 26, of the electricity sector.
The announcement of the application was published on June 10, 2026, in the regional gazette and on the Government’s website, in the Energy and Mines section, with no objections registered. The file, processed under number ATLI/29526, also incorporated reports from three affected bodies:
- Burgos City Council, which did not respond to the sending of the separate document.
- ADIF, which formulated a technical condition accepted by the company.
- Duero Hydrographic Confederation, which also did not respond.
Technical characteristics of the installation
The resolution jointly grants the prior administrative authorization and the construction authorization, and details the following characteristics:
- Line number 3046-28 “Villimar-Demanda I”, 3,967 meters in length.
- Line number 3046-50 “Villimar-Demanda II”, 4,010 meters in length.
- Underground layout from the Villimar substation to support number 149, crossing the “V2” urban sector.
- Conductor type HEPRZ1(AS) 26/45 kV 1x630 mm² K Al + H155 and HEPRZ1(S) 26/45 kV 1x630 mm² K Al + H155.
- Installation of two remote-controlled automatic cut-off switches, model OCR-52-104, at the existing support number 149.
In total, the two conduits add up to 7,977 meters, meaning nearly eight kilometers of high-voltage underground cabling.
Deadlines, conditions, and appeals
The works must be carried out in accordance with the project and the technical documentation submitted, and the execution period is three years starting from the notification of the resolution. Once the works are completed, the company must notify the territorial service for final inspection and the extension of the operating authorization.
The resolution further mandates that the non-insulated overhead parts of the installation comply with Royal Decree 1432/2008, regarding protection measures for avifauna against collision and electrocution in high-voltage lines. Failure to comply with the conditions or a substantial variation in the budgets that motivated the granting could lead to revocation, pursuant to article 53.10 of Law 24/2013.
Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed within one month from the day following its notification, before the director general of Energy and Mines of the Junta, in accordance with articles 112, 121, and 122 of Law 39/2015.
The reinforcement comes at a time of pressure on the electrical capacity of the industrial environment in eastern Burgos, where the demand for new supplies and power expansion conditions the implementation of economic activity. The authorization does not exempt the company from obtaining any other required license or permit, including municipal ones, such that the actual schedule of the works will depend on those additional authorizations and the formal notification of the resolution to the distributor.
