La Junta autoriza cuatro plantas solares con baterías de Fanfi en Carmona

The Territorial Delegation of Economy, Finance, European Funds, Social Dialogue and of Industry, Energy and Mines in Seville has granted the company Fanfi ITG, S.L. (B09993098) the prior administrative authorization and the administrative construction authorization for four photovoltaic plants with battery storage in the municipality of Carmona. The resolutions, signed on October 19, 2026, by the territorial delegate Iván Pestaña Ruiz, are published in the Official Gazette of the Province of Seville (BOP) No. 213, of November 4, 2026, in the Autonomous Administration section.

The four facilities total 19.5 MW of installed power in inverters and are processed with the effects of a unified environmental authorization request. Each file was resolved by accumulating the prior and construction authorizations, in accordance with Article 57 of Law 39/2015, and with a binding favorable report from the Territorial Delegation of Sustainability, Environment and Blue Economy in Seville dated September 29, 2026 (file AAUS/SE/130/2025/N).

Four plants and 19.5 megawatts on rural land in Carmona

The project is organized into four plants named HSF Guadajoz 1, HSF Guadajoz 2, HSF Guadajoz 3, and HSF Guadajoz 4, all in the municipality of Carmona and promoted by the same company, with registered offices at Paseo Club Deportivo 1, building 4, 1st floor, Pozuelo de Alarcón (Madrid). The first three feed their energy into the sectioning center of the Guadajoz 4 plant, located on plots 145 and 142 of polygon 13.

  • HSF Guadajoz 1: 5 MW installed and 5.74 MWp of modules; polygon 14, plots 94 and 99; file 294.436 (R.E.G. 6.396).
  • HSF Guadajoz 2: 5 MW installed and 5.74 MWp; polygon 13, plots 159, 160, 161, and 165; file 294.459 (R.E.G. 6.416).
  • HSF Guadajoz 3: 4.5 MW installed and 5.02 MWp; polygon 13, plots 146 and 145; file 294.430 (R.E.G. 6.390).
  • HSF Guadajoz 4: 5 MW installed and 5.74 MWp; polygon 13, plots 145 and 142; file 294.437 (R.E.G. 6.397).

All plants use single-axis horizontal trackers with 0º orientation, RISEN ENERGY RSM132-8-700BHDG modules, Huawei Sun2000-250KTL-H1 inverters, and Gedelsa transformer 2500 transformers, with an internal 15 kV line and a maximum evacuation power of 4.8 MW in plants 1, 2, and 4, and 4.2 MW in plant 3.

A shared connection to the SET Carmona substation

The evacuation infrastructure is common: a sectioning center and a 15 kV underground line shared by the four plants, which starts from the Guadajoz 4 plant and runs for 5,376 meters to the SET Carmona 15 kV substation, owned by Edistribución Redes Digitales, S.L.U., where the access and connection point has been granted. The distributor’s reports updating the access and connection conditions were issued on March 23, June 8, and September 2, 2026. The technical project for the line and the associated responsible declaration are dated June 15, 2026, and the competent technician is the industrial technical engineer Ángel Blanco García, member no. 1162 of the Official College of Industrial Technical Engineers of Huelva.

No allegations in the public exhibition

The procedure followed Title VII of Royal Decree 1955/2000 and Decree 356/2010 on unified environmental authorization, with announcements published in BOP no. 246, of December 23, 2025 (plants 1 and 3), BOP no. 3, of January 7, 2026 (plant 2), and BOP no. 155, of August 12, 2026 (plant 4). In all four cases, no allegations were presented during the public exhibition period.

The consulted bodies included the Carmona City Council, the Cultural Heritage Service of the Territorial Delegation of Tourism, Culture and Sport, the Ministry for the Ecological Transition and the Demographic Challenge, the Road Service of the Provincial Council of Seville, Edistribución Redes Digitales, S.L.U. and, in the case of plant 4, Telefónica, Enagas, Jazztel, and the State General Directorate of Roads. Plant 1 was established in June 2024 as HSF Carmona Solar 1 and in February 2025 it changed its name, its location within the same municipality, and was hybridized with 5 MW batteries.

Conditions and appeals

The authorizations do not exempt the projects from urban and municipal licenses nor from land-use concessions, and they require reporting the completion of the works for the commissioning act, adhering to the deadlines of Royal Decree-Law 23/2020. Against each resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the Counselor for University, Industry, Energy and Innovation of the Junta de Andalucía within one month, or a contentious-administrative appeal.

The decision consolidates a photovoltaic hub of nearly 20 MW with storage in the surroundings of Carmona and clarifies the framework through which neighbors and owners of rural plots in polygon 13 and polygon 14 can challenge or follow the development of the projects, including the 5.3-kilometer underground route to the distribution network.
