The Regional Government authorizes 25 MW solar batteries in Dos Hermanas
Por FactBox Admin

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Seville has granted the company ES Planta Solar 2, S.L. (B40545527) the modification of the prior administrative and construction authorization to hybridize with battery energy storage (BESS) the photovoltaic plant «HSF Híbrida Bajo Guadalquivir II», with 45.89 MW, in the municipality of Dos Hermanas. The resolution, processed under file 283.555 and R.E.G. 4.267, is published in the Official Gazette of the Province of Seville (BOP) number 195, of Wednesday, October 7, 2026, with the official reference BOP-SE-2026-195021.
The authorization was signed by the territorial delegate, Antonio José Ramírez Sierra, on August 31, 2026, by delegation of the General Secretariat of Energy in accordance with the Resolution of March 11, 2022 (BOJA no. 52, of March 17, 2022). The procedure is supported by Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 1955/2000, and Royal Decree 413/2014, as well as Royal Decree 997/2025, of November 5, on urgent measures for the reinforcement of the electrical system.
From 43.20 MW photovoltaic to a hybrid plant
The installation has accumulated three years of processing. On March 22, 2023, the prior administrative authorization was granted to «HSF Bajo Guadalquivir II», with 43.20 MW, and on September 4, 2023, the construction authorization, with 48.726 MW. On July 10, 2024, the company requested to segregate the project into three files: the plant remained in 283.555, while the evacuation lines and the Nudo Quintos Collector Substation moved to files 296.494 and 296.499. On October 3, 2024, the construction authorization was modified, now with 45.04 MW.
On March 24, 2026, ES Planta Solar 2, S.L. requested hybridization with batteries and the replacement of the inverter model, with a slight increase in power from 45.04 to 45.89 MW. On May 7, 2026, the Territorial Delegation of Sustainability and Environment declared the changes to be non-substantial (file AAU/SE/0135/2021/M1).
Technical characteristics of the hybridization
- Petitioner: ES Planta Solar 2, S.L., with registered office at calle Velázquez 34, 3rd floor, 28001 Madrid.
- Total installed capacity: 45.89 MW (photovoltaic plus BESS), with common production and storage inverters.
- Storage capacity: 25 MW; capacity: 150 MWh (150,000 kWh).
- Equipment: 27 modular battery containers of 940.67 kW and 5,644 kWh each, and 58 DC-DC converters of 432 kVA, connected to the 12 photovoltaic inverters of 3,824 kW.
- Solar park: 49.98 MWp of modules and 6 power stations with a 7,648 kVA 0.69/30 kV transformer.
- Evacuation: 37.75 MW maximum capacity, at 220 kV, at the SE Quintos 220 kV node of Red Eléctrica de España, S.A.U.
- Location: polygon 38, plots 10, 14, 16, 17, 36, and 37 of Dos Hermanas.
- Certified technicians: Francisco Antonio Lara Ortega, member no. 1,935 of the COPITI of Córdoba, and Roberto Fernández Núñez, member no. 19,800 of the COIIM.
Favorable reports and appeal process
During the processing, the technical documents were forwarded for a period of fifteen days to the City Council of Dos Hermanas and the Guadalquivir Hydrographic Confederation, without any opposition being registered. On August 17, 2026, Red Eléctrica de España, S.A.U. updated the access and connection conditions at the SE Quintos 220 kV node, setting a maximum evacuation and consumption capacity of 37.75 MW, which was accepted by the applicant.
The resolution does not exhaust administrative remedies: an administrative appeal (recurso de alzada) may be filed before the counselor of University, Industry, Energy and Innovation of the Junta de Andalucía within one month from the day following notification, or alternatively, a contentious-administrative appeal. The authorization is subject to compliance with urban planning, environmental, and electrotechnical regulations, and to obtaining the commissioning certificate.
The hybridization converts an already authorized photovoltaic plant into a facility capable of storing and shifting its production, which reinforces grid stability and the utilization of solar energy in the Dos Hermanas area. The file further confirms the commitment of the Junta de Andalucía to incorporate batteries into existing renewable parks in the province of Seville.
