The Board authorizes E-Distribución to expand the Palmas Altas substation

The Territorial Delegation of Economy, Finance and European Funds and of University, Industry, Energy and Innovation in Seville has granted prior administrative authorization and administrative construction authorization to E-Distribución Redes Digitales SLU for the expansion of the 66 kV Alpha 1 GIS bay at the Palmas Altas substation, in the municipality of Seville. The resolution, signed on October 9, 2026, is published in the Official Gazette of the Province of Seville (Boletín Oficial de la Provincia de Sevilla) No. 205, dated October 22, 2026, with official reference BOP-SE-2026-205029. The processed file is 299619, with registration number R.A.T. 110607.

The installation is located at the Palmas Altas Technology Center, on land within the municipality of Seville, and its purpose is to expand the 66 kV line exit bay of the substation. The application was submitted by the distribution company on March 18, 2026, accompanied by the mandatory documentation required by current regulations regarding high-voltage electrical installations.

Delegated Competence and Regulatory Framework

The resolution is issued in application of Title VII of Royal Decree 1955/2000, of December 1, which develops Law 24/2013, of December 26, on the Electricity Sector. The competence to resolve these procedures corresponds to the holder of the General Secretariat of Industry and Energy, which is delegated to the provincial territorial bodies through the Resolution of March 11, 2022, of the Directorate General of Energy, published in the BOJA No. 52, of March 17, 2022.

The effective exercise of this competence within the provincial scope corresponds to the Territorial Delegation of Economy, Finance, European Funds and of University, Industry, Energy and Innovation, in accordance with Decree 190/2026, of July 30, and Decree 198/2026, of July 30, regarding the organic structure of the Department. The procedure has also incorporated the exception cases of Decree 9/2011, of January 18, and the fourth final provision of Decree-law 26/2021, of December 14, on administrative simplification.

An SF6 Gas-Insulated Switchgear with Double Busbar

The authorized action consists of a single 66 kV line exit bay, of the GIS type (indoor gas-insulated switchgear insulated in sulfur hexafluoride) and a double busbar scheme. Its main components are:

• One three-pole busbar disconnector with earthing, 72.5 kV and 1,250 A.
• One three-pole busbar disconnector, 72.5 kV and 1,250 A.
• One three-pole circuit breaker, 72.5 kV, 2,000 A and a breaking capacity of 31.5 kA.
• Three current transformers with a ratio of 1,000–2,000/5 A, with three secondaries.
• Three inductive voltage transformers with a ratio of (66,000/√3)/(110/√3) V, with two secondaries.

The position will feature an Integrated Control and Protection System (SICOP) that will be expanded with new remote and protective equipment, and the substation will be remotely controlled from the Control Center of E-Distribución Redes Digitales, S.L.U. The petitioner’s address is Avenida de la Borbolla 5, 41004, Seville.

Budget, deadlines and conditions

The budget for the installation amounts to 1,306,061.00 euros and the planned execution period is two years starting from the day following the notification of the resolution. The authorization does not enable commissioning: the installation may not enter into operation until the holder obtains the corresponding operating authorization, which will be issued by the Delegation itself upon compliance with Article 132 of Royal Decree 1955/2000.

Among the imposed conditions are:

• Notify the Delegation in writing of the commencement and completion of the works.
• Execute the works in accordance with the submitted project and any variations that may be authorized.
• Respect the conditions of other administrations and bodies, particularly regarding environmental, urban planning, and land-use matters.
• Maintain the validity of the authorization only within the scope of the Delegation’s competencies, subject to other necessary licenses and right-of-way permits.

The resolution also reminds that, as of January 1, 2026, Regulation (EU) 2024/573 prohibits the commissioning of electrical switchgear up to 24 kV that uses fluorinated greenhouse gases; therefore, the holder must communicate the exception they are applying for if they are covered by any of those provided. Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Minister of University, Industry, Energy and Innovation of the Regional Government of Andalusia within one month from the day following its notification.

The expansion reinforces the capacity of a substation that serves the surroundings of the Palmas Altas Technological Center, an area of strong business and technological activity on the right bank of Seville. The authorization unlocks the execution of a 66 kV electrical infrastructure whose commissioning, however, remains subject to the mandatory operating authorization and compliance with the technical and environmental conditions set by the Regional Government.
