The Regional Government authorizes Artealca for a photovoltaic plant with batteries in Cantillana

The Territorial Delegation of Economy, Finance and European Funds and of University, Industry, Energy and Innovation in Seville has granted Artealca, S.L. the prior administrative authorization and the administrative construction authorization for the photovoltaic installation with batteries “Cubierta Solar Artealca”, with an installed capacity of 2,125.00 kW, under a self-consumption regime without surpluses. The resolution, signed on September 15, 2026, is published in the Official Gazette of the Province of Seville number 188, dated September 28, 2026, with reference BOP-SE-2026-188030.

The plant is located in polygon 14, plot 47, of the municipality of Cantillana, and in polygon 7, plot 2, of Tocina (Seville), with cadastral reference 41023A014000470000FB. The processed file is 299.220, with registration number R.E.G. 7.191, and the resolution is signed by the territorial delegate, Antonio José Ramírez Sierra.

Artealca, S.L. (N.I.F. B90060047), with registered office at calle Romero Ressendi number 21 in Cantillana, requested both authorizations on March 1, 2026. The Delegation requested the correction of deficiencies on May 26, 2026, in accordance with articles 68.1 and 73.2 of Law 39/2015, of October 1, and the complete documentation was received on September 10, 2026. The procedure falls under the exception cases of the fourth final provision of Decree-law 26/2021, of December 14, on administrative simplification in Andalusia.

An industrial roof for sweet corn

The execution project is titled “Modified project for the installation of a photovoltaic plant of 1,375 kWn (1,655.28 kWp) placed coplanar on the roof and a storage battery of 1,567.48 kWh for self-consumption of the sweet corn processing industry”. It was endorsed on September 10, 2026, under number SE202600123 by the Official College of Industrial Engineers of Western Andalusia.

The competent titled technician is M.ª del Pilar del Forcallo López, industrial engineer, member number 3,363 of the aforementioned professional college.

Technical characteristics of the installation

• 2,299 photovoltaic modules of 720 Wp each.
• Coplanar structures on the roof.
• Distribution cabling and corresponding electrical protections.
• 11 basic AC inverter units, 125 kWn each.
• 6 storage battery units, with a total accumulation of 1,567.48 kWh.
• Anti-feed-in system that prevents the injection of energy into the distribution network.
• Photovoltaic module power (peak): 1,655.29 kWp.
• Installed photovoltaic generation capacity: 1,375 kW.
• Installed battery storage capacity: 750 kW.
• Total installed capacity: 2,125.00 kW.
• Connection point: internal low-voltage network (CUPS ES0031104856302001FV0F).

Deadlines, conditions, and appeals

Once the installation has been executed, the holder must request the operating authorization from the Delegation within a maximum period of two years starting from the day following the notification; without this authorization, the plant cannot enter into operation. The resolution does not exempt the holder from the required municipal permits, licenses, and authorizations, with special attention to the structural safety of the rooftop installations.

An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust administrative remedies, before the head of the Department of Industry, Energy, and Mines within a period of one month.

The authorization consolidates industrial self-consumption in the Vega del Guadalquivir region: an agri-food industry in Cantillana will cover its demand with its own generation and storage, without discharging surpluses into the grid, in a file that has passed the unified environmental procedure and sets a two-year deadline to put the plant into service.
