La Junta aprueba el trazado del subtramo Cilleros-Portugal de la autovía EX-A1

The Regional Minister of Infrastructure, Transport, and Housing of the Junta de Extremadura, Francisco José Ramírez González, has definitively approved the layout project for the Cilleros-Portugal sub-section, part of the Coria/Moraleja-Portugal section of the regional highway EX-A1. The decision is formalized in the Resolution of September 25, 2026, published in the Official Gazette of Extremadura (DOE) number 191, dated October 2, 2026, with official reference 2026062446. This unlocks the highway connection with Portugal in the section crossing the regions of Coria and Moraleja.

The resolution approves the official and public information file and, definitively, the layout project titled “Regional Highway EX-A1, from Navalmoral de la Mata to L.F. Portugal. Section: Coria/Moraleja - Portugal. Sub-section: Cilleros-Portugal,” confirming the terms of the provisional approval. That provisional approval occurred on March 1, 2025, via a resolution from the General Directorate of Road Infrastructure, which agreed to submit the project to the public information process.

The official and public information process was published on March 31, 2025, in DOE number 62, via an announcement dated March 14, 2025, and appeared on the same day in the newspaper Hoy. All documentation was available to interested parties on the official website of the Junta de Extremadura. The applied legal framework is Law 7/1995, of April 27, on Extremadura Roads (articles 13 and following) and articles 38 and following of Royal Decree 899/2025, of October 9, which approves the General Road Regulations.

Allegations and environmental impact statement

Once the public information period had elapsed and all submitted allegations were examined, the General Directorate of Road Infrastructure issued the mandatory single report on June 17, 2026, in which the raised allegations were considered and the approval of the file and the project was proposed, confirming the terms of the provisional approval. The resolution adopts that report and its annex of allegations in their entirety.

The file incorporates the Resolution of July 14, 2006, from the General Directorate of the Environment, which formulated the environmental impact statement for the “Informative study of the regional highway EX-A1 between Plasencia and L.F. Portugal” (DOE number 89, of July 29, 2006). According to a report dated November 8, 2023, from the Environmental Processing and Regulations Service, that environmental impact statement remains in effect.

What the resolution agrees

The operative text of the Resolution of September 25, 2026 establishes:

  • Approve the official and public information file corresponding to the layout project for the Cilleros-Portugal sub-section.
  • Definitively approve the layout project, confirming the terms of the provisional approval of March 1, 2025.
  • Fully adopt the report on allegations and the proposal for definitive approval from the General Directorate of Road Infrastructure.
  • Order the publication of the resolution in the Official Gazette of Extremadura.
  • Notify the resolution in accordance with articles 4 and 40 of Law 39/2015, of October 1.

Deadlines and means of appeal

The resolution concludes the administrative process, meaning that the following may be filed against it:

  • An optional appeal for reversal (recurso potestativo de reposición) before the Minister of Infrastructure, Transport, and Housing, within one month from the day following notification or publication.
  • A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura, within two months, in accordance with Law 29/1998, of July 13.
  • If an appeal for reversal is filed, the contentious-administrative route may not be pursued until the former is expressly resolved or is presumed to be dismissed.

The definitive approval of the layout for the Cilleros-Portugal sub-section closes the administrative processing of the project and opens the way for the execution of the highway connection with Portugal, an infrastructure that affects the territory of the Coria and Moraleja regions. As the administrative route is exhausted, any interested party who disagrees with the layout must appeal within the indicated deadlines.
