The Junta expands the areas affected by the summer fires

The Second Vice Presidency of the Junta de Castilla y León has expanded, via a resolution dated September 2, 2026, the lists of municipal districts and localities in Segovia, Zamora, and León affected by the major forest fires of the summer of 2026, as well as the list of evacuated localities. The measure, published in the Official Gazette of Castilla y León number 172 on Friday, September 4, 2026, incorporates new centers to those already included in previous resolutions and opens access to the recovery aid provided for in Agreement 135/2026.
The resolution, signed by the second vice president, Isabel Blanco Llamas, is issued within the framework of Agreement 135/2026, of July 30, by which the Junta de Castilla y León schedules actions for the recovery of areas affected by the summer forest fires. Its second section entrusts the Second Vice Presidency, competent in matters of civil protection, with the determination of the affected municipalities and localities, specifying, where applicable, those that were subject to evacuation.
New evacuated localities
The first section of the resolution expands the list of localities affected by evacuation, which are added to those already included in the resolutions of July 30 and August 4, 2026:
- Segovia — El Espinar: Los Ángeles de San Rafael.
- Segovia — Vegas de Matute: Vegas de Matute.
- Zamora — Hermisende: Castromil and San Ciprián.
Affected municipalities and localities
The second section expands the list of localities affected by the fires, incorporating the following centers:
- Segovia — El Espinar: Los Ángeles de San Rafael and El Espinar.
- Segovia — Vegas de Matute: Vegas de Matute.
- Segovia — Navas de San Antonio: Navas de San Antonio.
- Segovia — Villacastín: Villacastín.
- Segovia — Zarzuela del Monte: Zarzuela del Monte.
- Segovia — Valdeprados: Valdeprados.
- Zamora — Hermisende: Castromil and San Ciprián.
- León — Bembibre: Rodanillo.
Regulatory framework and effects
The expansion is based on Decree 2/2026, of June 13, of the president of the Junta, developed by Decree 10/2026, of June 29, which assigns functions regarding citizen protection, public safety, and Civil Protection emergencies to the Second Vice Presidency. The resolution adds to those issued on July 30 (published on July 31) and August 4 (published on August 5), and takes effect from the day of its publication in the gazette.
Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, both calculated from the day following its publication.
The extension provides relief for thousands of residents of the three provinces who, after being evacuated or having their homes and farms damaged, can now apply for the recovery grants of Agreement 135/2026. The Junta justifies the measure based on the need to continue updating the lists as new information becomes available regarding the extent of the summer fires.
