The Regional Government increases zero-quota grants for freelancers by 15 million

The General Directorate of Self-Employment and Social Economy of the Regional Government of Andalusia (Junta de Andalucía) has increased the available credit of the “zero quota” subsidy line intended to promote self-employment by 15,000,000 euros, raising the total amount of the call to 65,370,000 euros. The decision, adopted via Resolution of August 12, 2026, is published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 160, dated August 19, 2026, and responds to the high volume of applications submitted since the opening of the period.
The expansion will allow for the assistance of Andalusian self-employed workers who, while meeting all requirements, were left out of the call due to the exhaustion of the initially planned credit.
Regulatory Framework and Background
The “zero quota” line is regulated by the Order of June 29, 2023, of the Ministry of Employment, Enterprise, and Self-Employment, which approves the regulatory bases for the granting of subsidies under a non-competitive concurrence regime for the promotion of self-employment in Andalusia (BOJA no. 125, of July 3, 2023). On that basis, the Resolution of December 22, 2023 announced line 1, “zero quota,” with an application submission period from January 2, 2024, to September 30, 2026.
The initial amount of the call was 50,370,000 euros, distributed at a rate of 16,790,000 euros per year for the 2024, 2025, and 2026 fiscal years. Subsequently, the Resolution of December 15, 2025 redistributed the credit, reducing the 2026 annual amount by 7,000,000 euros and increasing the 2025 amount by the same sum to address the high volume of applications for the 2025 fiscal year.
Financing and Credit Distribution
The 15 million euro expansion is financed through the budget program 72C “Self-Employment and Social Economy,” with the following origin:
- 6,935,000 euros from the own funds of the Regional Government of Andalusia.
- 8,065,000 euros from earmarked funds.
Following the expansion, the credits for the call are distributed by year:
- 2024 Year: 16,790,000 euros.
- 2025 Year: 23,790,000 euros.
- 2026 Year: 24,790,000 euros.
- Total 2024-2026: 65,370,000 euros.
Effects and Scope
The resolution, signed by the Director General Carmen María Durán Barrantes, in exercise of the delegation of powers provided for in the first additional provision of the Order of June 29, 2023, takes effect from the day of its publication in the BOJA. The expansion is based on article 8.6 of the aforementioned order, which allows for a complementary granting resolution to include applications that, while meeting all requirements, had not been successful due to the exhaustion of credit.
With this measure, the Junta ensures that a greater number of Andalusian freelancers can benefit from the Social Security contribution bonus, reinforcing support for entrepreneurship and self-employment in a context where demand far exceeds the initial allocation.
