La Junta adapta las bases de ayudas vitivinícolas al Real Decreto 610/2026

The Regional Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy of the Junta de Castilla y León has approved Order AGR/1088/2026, of October 14, which modifies the complementary rules for investment aid in wine processing and marketing facilities. The regulation is published in the Official Gazette of Castilla y León (Boletín Oficial de Castilla y León) no. 206, Friday, October 23, 2026, in section I.C (Regulatory Bases), pages 40 to 42, with reference BOCYL-D-23102026-206-12, and enters into force the day following its publication, that is, October 24.

The regional alignment of a state intervention

The order adapts Order AGR/1932/2022, of December 27, which approves the complementary rules of the regulatory bases for incentives for the wine sector intervention within the framework of Spain’s CAP Strategic Plan (2023ES06AFSP001). That order had already been modified by Order AGR/481/2023, of April 12.

The origin of the change lies in Royal Decree 610/2026, of July 22, which modifies various regulations regarding interventions in the fruit and vegetable, wine, and beekeeping sectors within the Strategic Plan for the Common Agricultural Policy. Its third article amends Royal Decree 905/2022, of October 25, which regulates the Wine Sector Intervention.

The changes in that third article are directly applicable in Castilla y León, except for paragraph fourteen. Precisely, that paragraph introduces a sixth transitional provision in Royal Decree 905/2022 which, under certain conditions, enables a fifth call for incentives. Hence the need for the Regional Ministry to specify the terms for submitting applications in its own regulations.

Wine tourism and new designation

The intervention is no longer called only “Material and immaterial investments in processing facilities and wine infrastructures, as well as in marketing structures and instruments” and now expressly includes marketing through wine tourism. The text abbreviates the new designation as Inversiones-ISV.

The sole article of the order modifies section 1 of Annex 1 of Order AGR/1932/2022 to incorporate the call supported by the sixth transitional provision of the state royal decree.

Calendar for the fifth call

The new table establishes these milestones for applicants:

  • Call: fifth.
  • Identification code within the scope of Castilla y León: V13.
  • Deadline for the registration of aid applications: March 31, 2027.
  • Justification of aid and submission of payment requests for annual operations and for the first year of biennial operations: June 30, 2028.
  • Justification and payment request for the second year of biennial operations: June 30, 2029.

The order is issued under Article 26.1.f) of Law 3/2001, of July 3, of the Government and Administration of the Community of Castilla y León, and was signed in Valladolid on October 14, 2026, by the counselor Joaquín Antonio Pino.

Impact for wineries and cooperatives

The regulation arrives with the calendar already cleared for the wineries and cooperatives of Castilla y León applying for CAP funds: they will have slightly more than five months from publication to register their application and staggered justification deadlines extending until mid-2029 in the case of biennial projects. The inclusion of wine tourism among the eligible concepts expands the margin for companies to propose investments linked to marketing and winery visits, not only to processing.
