The Regional Government opens public consultation on occupied livestock routes in Lopera

The Territorial Delegation of Sustainability and Environment in Jaén has opened a public information period regarding the occupation of 931.43 m² of livestock tracks (vías pecuarias) in the municipality of Lopera for the evacuation line of a solar photovoltaic plant. The agreement is published in the Official Gazette of the Province of Jaén number 187, dated September 25, 2026, with reference 2026/4197, and corresponds to file VP-62/26 promoted by Albornez Solar, SLU. Interested parties have one month from the publication of the announcement to submit allegations.

The announcement was signed in Jaén on September 3, 2026, by the territorial delegate Ana Belén Mata Soria, and is issued by the Ministry of Sustainability and Environment of the Regional Government of Andalusia (Junta de Andalucía). The opening of the procedure is supported by Article 48 of the Livestock Tracks Regulations of the Autonomous Community of Andalusia, approved by Decree 155/1998, of July 21, as well as Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure, and Article 13.1 e) of Law 1/2014, of June 24, on Public Transparency in Andalusia.

The affected route and the promoter

The file is officially titled “occupation of 931.43 m² in the livestock tracks Cordel del Camino Viejo and Colada de Lopera al Río,” both included in the Classification Project of the Livestock Tracks of the municipality of Lopera. The affected area is intended for the installation of an evacuation line for a solar photovoltaic plant (PSFV).

Deadline, consultation, and allegations

The agreement orders the publication of the announcement for general knowledge and sets a deadline of one month, counted from the date of publication, for those who consider themselves interested parties to submit allegations and provide the documents and justifications they deem appropriate.

The procedure documentation can be consulted on the website of the Ministry of Sustainability and Environment and at the headquarters of the Territorial Delegation, located at calle Doctor Eduardo García-Triviño López, number 15, Jaén.

• Method of submission: in writing at any registry of the public administrations, in the General Electronic Registry of the Regional Government of Andalusia, or at any registry of the Ministry.

Regulatory framework and scope of the procedure

The resolution invokes the Livestock Route Regulations of Andalusia, published in BOJA number 87 of August 4, 1998, and the administrative procedure and transparency rules that require land occupation authorizations on these routes to be submitted for public information. The process does not resolve the authorization by itself: it opens the procedure to third-party participation before the decision of the Territorial Delegation.

The closing of the allegations period will lead to the analysis of the contributions received and the resolution of file VP-62/26 by the Territorial Delegation of Sustainability and Environment in Jaén.
