The Regional Government opens public consultation for the Perales wind farm

The Territorial Delegation of the Junta de Castilla y León in Palencia, through the Territorial Service of Industry, Commerce and Economy (Energy Section), has opened for public consultation the request for the recognition of public utility of the “Perales” wind farm, promoted by Parque Eólico La Pera S.L. (CIF B-24739252). The announcement is published in the Official Gazette of the Province of Palencia number 108, dated September 9, 2026, under file 34/ATCE/24.
The declaration of public utility, requested on December 10, 2025, implies the need for the occupation of the affected assets and rights listed in Annex I of the announcement, as well as urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law. The procedure is processed in accordance with Law 24/2013, of December 26, on the Electricity Sector; Royal Decree 1955/2000, of December 1; Decree 46/2022, of November 24, of Castilla y León; and the Law of December 16, 1954, on compulsory expropriation.
Project Characteristics
The “Perales” wind farm will have 48 MW of installed capacity and will be located within the municipal boundaries of Perales and Becerril de Campos (Palencia). Its main technical elements are:
- 8 NORDEX 175 wind turbines limited to 6 MW, with a hub height of 119 m, a rotor diameter of 175 m, and a total height of 206.5 m.
- An underground medium-voltage network of 30 kV for the interconnection of the wind turbines with the transformer substation.
- Transformer substation SET Común Eólica 30/132 kV for the evacuation of the generated energy.
The project is based on a prior administrative and construction authorization granted by resolution on July 23, 2024, published in the BOCYL (no. 168, p. 23, of August 29, 2024) and in the BOP of Palencia on September 11, 2024. On September 4, 2025, the promoter requested a modification motivated by the appearance of new wind turbine models, replacing the 10 planned GE-158 turbines of 4.8 MW with 8 NORDEX 175 turbines limited to 6 MW, to comply with the 48 MW grid connection permit.
Affected Parties and Allegations Process
Annex I of the announcement contains the list of affected assets and rights, including permanent rights of way, full ownership (foundations, roads, platforms, and substation), and temporary occupations. Among the holders are, among others, Raúl Ángel de Castro Torio, Javier Agustín Sanz Moreno, Lourdes María Sanz Moreno, Beatriz Sanz Moreno, María del Rosario Sanz Moreno, Rosario Gangoso Torio, Avelina Moreno Gangoso, the Heirs of María de la Visitación Moreno Gangoso, and the company Atra Servicios Agrícolas S.L.
Interested parties have a period of thirty (30) business days, counting from the day following the publication of the announcement, to examine the projects and submit allegations. The documentation may be consulted at the offices of the Territorial Service of Industry, Trade and Economy of Palencia (Avda. Casado del Alisal, 27, from 9 a.m. to 2 p.m.) and on the website of the Junta de Castilla y León (www.energia.jcyl.es). This announcement is also made for the purposes of articles 44 and 45 of Law 39/2015, of October 1, for cases in which individual notification could not be carried out.
Relevance for the province
The declaration of public utility is the preliminary step that will allow Parque Eólico La Pera S.L. to urgently expropriate and occupy the land necessary to build the wind farm, affecting dozens of owners in Perales and Becerril de Campos. The project, which replaces turbines with more efficient models, reinforces the province’s commitment to wind power generation, but opens a key period for allegations for the owners of the affected estates, who may defend their rights before the final resolution is issued.
