La Junta abre a alegaciones las ayudas a directivos de pymes extremeñas

The Regional Government of Extremadura (Junta de Extremadura) has opened the process for consultation, hearing, and public information regarding the draft decree that modifies the regulatory bases for grants for the training of executive staff in Extremaduran SMEs. The Resolution of October 15, 2026, from the General Secretariat of the Ministry of Economy, Employment, and Digital Transformation, published in the Official Gazette of Extremadura (DOE) no. 204 this Thursday, October 22, grants seven calendar days to examine the text and submit allegations. The official document carries the reference 2026062628.

The regulation subject to consultation is Decree 89/2024, of July 30, which establishes the regulatory bases for the implementation of a grant program aimed at improving the competitiveness and growth of Extremaduran SMEs through greater capacity building, qualification, and training of their executive staff. The project now presented intends to modify those bases, thus affecting both the companies aspiring to the funds and the training entities that provide the subsidized actions.

The procedure is being processed via the urgent route because the grants are financeable with European funds, within the framework of the execution of the Recovery, Transformation, and Resilience Plan. Therefore, the consultation, hearing, and public information procedures are carried out jointly in a single period.

Seven calendar days and two ways to appeal

The period is seven calendar days starting from the publication of the draft decree on the Transparency Portal of the Regional Government of Extremadura, at the address https://www.juntaex.es/tuatencion/participacion. Any interested natural or legal person may examine the text and formulate allegations or suggestions.

The project will also remain available in hard copy, from 10:00 to 14:00 hours, at the General Secretariat of Economy, Business, and Trade, located at Paseo de Roma, s/n., Module D, second floor, in Mérida (Badajoz).

Opinions, proposals, suggestions, or recommendations may be submitted through these channels:

  • Through the Transparency Portal enabled for citizen participation.
  • By any of the means provided for in article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure.
  • By email to the address sgeeyc.eetd@juntaex.es.

The resolution invokes article 133 of Law 39/2015, of October 1, and articles 7 and 40 of Law 4/2013, of May 21, on Open Government of Extremadura, which recognize the right of citizens to participate in the drafting of provisions of a general nature.

Added to this is Article 66.3 of Law 1/2002, of February 28, on the Government and Administration of the Autonomous Community of Extremadura, and Article 24.1 of Decree-law 3/2021, of March 3, on urgent measures for the modernization of the Public Administration and for the execution of the Recovery, Transformation and Resilience Plan. This provision is what enables the regulatory bases for subsidies financed with European funds to be approved urgently and with grouped participation procedures.

Who signs and who is affected

The resolution is signed in Mérida, on October 15, 2026, by the Secretary General, Juan Andrés Moreno Martín, and is published in section IV of the regional bulletin.

The text is of direct interest to Extremaduran SMEs wishing to access this aid program and to the training entities participating as executors of the capacity-building actions. The consultation takes place before the final approval of the decree, meaning that the allegations submitted within this period may influence the final content of the bases.

The modification of these bases conditions the design of the next call for a program financed with European funds and aimed at raising the qualification of the management teams of the Extremaduran productive fabric. For interested companies and entities, the window for action is brief: seven calendar days from the publication of the project on the Transparency Portal, with no possibility of extension in a procedure processed urgently.
