The Regional Government opens the public comment period for the 5-megawatt Torrecilla Energy solar plant

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Córdoba has opened for public consultation the application for prior administrative and construction authorization for the «PSFV Torrecilla Energy» solar photovoltaic plant, with an installed capacity of 5 MW, located in the municipality of Córdoba. The announcement is published in the Official Gazette of the Province of Córdoba number 176, dated September 11, 2026, with reference BOP-A-2026-2951, and opens a period of 30 days for any natural or legal person to submit allegations.

The petitioner is the company BENBROS PV SL (CIF B72596711), with registered office at calle Castelló 128, 5th floor left, Madrid. The processed file is CO-R-9-00026/24, with internal reference RE 23/036, and the announcement is signed by the territorial delegate, Agustín López Ortiz, dated August 14, 2026.

Legal framework and project objective

The procedure is processed in accordance with Title VII of Royal Decree 1955/2000, of December 1, which regulates electrical activities and the authorization procedures for installations, as well as Law 24/2013, of December 26, on the Electricity Sector. Additionally, Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure, and Article 13.1.e) of Law 1/2014, of June 24, on Public Transparency of Andalusia are applied.

The installation is intended for the production of electrical energy using photovoltaic technology, falling under category b.1.1 of Royal Decree 413/2014, of June 6, which regulates electricity production from renewable sources. The plant is located in the area of «Blanquillo», with cadastral reference 14900A01600003, within the municipality of Córdoba.

Technical characteristics of the plant and evacuation

The plant will have a photovoltaic module capacity (peak) of 5.803 MWp, an installed inverter capacity of 5 MW, and a maximum evacuation capacity of 5 MW, at a voltage of 20 kV. The connection point will be the SET Torrecilla substation, owned by E-Distribución Redes Digitales SLU. The geometric center of the installation is located at the UTM coordinates zone 30 ETRS89 X 343,160.6726 and Y 4,187,373.7909.

The evacuation infrastructure, a 20 kV medium voltage line, consists of six sections:

• Section 1 (490.90 m): underground, from the transformation center to support AP-01.
• Section 2 (1,118.50 m): overhead, between supports AP-01 and AP-06.
• Section 3 (79.24 m): underground, to the metering center.
• Section 4 (5.54 m): underground, to the grouping center.
• Section 5 (2,521.26 m): underground, shared with the Torrecubillas plant.
• Section 6 (879.93 m): underground, to the Torrecilla 20 kV substation, shared with the Torrecubillas, Judío II, Judío III, Cansinos, and Arroyo de la Miel plants.

The technical project is accompanied by a responsible declaration dated February 3, 2026, and an addendum to the modified execution project with a responsible declaration dated August 6, 2026, signed by an industrial technical engineer registered with the Official College of Industrial Technical Engineers of Córdoba (registration no. 3136).

How to participate in the objection process

The documentation may be examined at the Territorial Delegation, located at Plaza de la Constitución s/n, 14004 Córdoba, by appointment calling telephone 012. The announcement will also be published on the Transparency Portal of the Junta de Andalucía. Objections may be submitted within a period of 30 days starting from the day following the publication of the announcement in the bulletin.

The opening of this procedure represents a significant step for the deployment of photovoltaics in the Córdoba area, although the plant affects the landscape of the Blanquillo site, the evacuation electrical grid, and the local residents, who now have the opportunity to state their observations before the Junta resolves on the prior and construction authorization.
