La Intervención General convoca cuatro puestos directivos por libre designación

The Ministry of Finance and Relations with the European Union has announced, via the free appointment procedure, four high-level positions assigned to the General Comptroller’s Office: the Deputy Comptroller’s Office for Accounting, one Area Head position, and two Service Head positions. The calls for applications are published in the Official Gazette of the Canary Islands no. 217, dated October 29, 2026, through four resolutions from the Technical General Secretariat dated October 15 and 16. The application period is fifteen business days starting from the day following the publication.

The four positions are filled through the free appointment system, which Article 80.1 of the consolidated text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, defines as the discretionary assessment by the competent body of the suitability of the candidates. The Technical General Secretariat certifies in each resolution that the position is vacant, without legal reservation, and with budgetary allocation, in accordance with Article 53.4 of Law 9/2025, of December 23, on the General Budgets of the Autonomous Community of the Canary Islands for 2026.

Four positions and their characteristics

Requirements and merits

Career civil servants who meet the requirements of the job list may participate. For the Deputy Comptroller’s Office, a degree in Law, Economics, Business, or Business Administration and three years of experience in the Comptroller’s area are valued; for the Area Head position, those same three years of experience are required. The two service head positions require two years of experience in a similar role.

Applicants must submit their application through the Electronic Registry of the Government of the Canary Islands’ electronic office, accompanied by a curriculum vitae and documentation accrediting their merits. Those who are already career civil servants of the Autonomous Community must include the responsible declaration regarding the duty of permanence provided for in Article 52 of Law 2/2025, of June 26, which prevents participation in a discretionary appointment before eighteen months have passed since the first assumption of office.

Resolution and appeals

The call will be resolved by order of the Minister of Finance and Relations with the European Union, which will be published in the Official Gazette of the Canary Islands and may be preceded by an interview with the applicants. The position will be declared vacant if no civil servant applies or if the candidates do not meet the requirements. The resolutions, signed by the technical general secretary María Belén Díaz Elías by delegation of the General Directorate of the Civil Service (resolution of December 9, 2019), end the administrative process and allow for an optional appeal for reversal within one month or a contentious-administrative appeal within two months.

The relevance of these four calls lies in the fact that they affect the leadership of the General Comptroller’s Office, the body that controls the accounting and auditing of the Autonomous Community’s spending. The discretionary appointment leaves the choice of holders in the hands of the Minister, so the process is of particular interest to civil servants in the comptroller, auditing, and engineering corps with accredited experience in the area.
