The Plenary Session of the Assembly of the Autonomous City of Ceuta has declared the ODISSEA High Technology Incubator Project, presented by the Official Chamber of Commerce, Industry, Services and Navigation of Ceuta, to be of strategic interest. The decision, adopted in an extraordinary session held on July 31, 2026, is recorded in agreement 630 of the Official Gazette of the City of Ceuta (BOCCE) No. 6,652, dated September 15, 2026, in the General Provisions section.

The incubator will be implemented on the western wall of Muelle España, in Functional Area A-1 of the service area of the Port of Ceuta. With this declaration, the project gains access to the tax benefits provided for in Article 33 Five of the current Fiscal Ordinance Regulating the Tax on Production, Services and Imports, a key instrument for attracting technological investment to the city.

A boost to the technological and business fabric

The declaration of strategic interest positions ODISSEA as a central piece of Ceuta’s economic diversification strategy. As a high-technology incubator, the project seeks to host and accelerate startups and innovative projects, strengthening the local entrepreneurial ecosystem and the competitiveness of the port as a hub of activity.

The agreement was electronically signed in Ceuta on September 8, 2026, by the Councilor for Finance, Economic Transition and Digital Transformation, Kissy Chandiramani Ramesh. The declaration will take effect from the day following its publication in the official gazette.

The agreement is supported by local tax regulations and exhausts the administrative route. An administrative appeal may be filed against the resolution before the Court of First Instance of the Contentious-Administrative Section of Ceuta, in accordance with Articles 8.1 and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

  • Effects: from the day following its publication in the BOCCE.
