The Civil Guard will monitor the regional government buildings of Madrid

The Madrid 112 Security and Emergencies Agency and the Ministry of the Interior (through the General Directorate of the Civil Guard) have signed a management entrustment agreement so that officers of the Corps in reserve status may monitor and protect the buildings and facilities of the Community of Madrid. The agreement, signed on July 20, 2026, is published in the Official Gazette of the Community of Madrid number 200, dated August 22, 2026 (pages 101 to 108), with official reference BOCM-20260822-16 and file number (03/12.448/26).

The agreement is based on the exclusive competence of the Community regarding the surveillance and protection of its buildings and facilities (Article 26.1.27 of the Statute of Autonomy) and on Article 37.3 of Organic Law 2/1986, which allows communities without their own police force to exercise these functions through cooperation agreements with the State. The entrustment is formalized under Article 11 of Law 40/2015 on the Legal Regime of the Public Sector, and takes as a precedent a previous entrustment from June 30, 2022.

Who signs and what is entrusted

The agreement is signed, for the Agency, by its director Pedro Antonio Ruiz Escobar, and for the Ministry of the Interior, by the Director General of the Civil Guard, María de las Mercedes González Fernández. The Agency acts as the entrusting entity and the General Directorate of the Civil Guard as the entrusted body, without the ownership of the competence being transferred.

The objective is for personnel in reserve status of the Corps to participate in the surveillance and protection of regional buildings and facilities, in accordance with Articles 37.3 and 11.1.c) of Organic Law 2/1986. The legal basis for the employment of reservists is Article 93.8 of Law 29/2014, which keeps guards in reserve at the disposal of the Minister of the Interior for police functions.

A Company of reservists and its means

The Civil Guard will establish specific detachments within the Agency organized into a Company-type unit, under the command of a Commander, composed of Officers, Non-Commissioned Officers, Corporals, and Guards in reserve status who voluntarily request it. The service will be provided with regulatory uniforms and equipment.

• The Agency grants the use of three vehicles with corporate branding, one of which is a new acquisition in 2027 (funded with up to 55,000 euros).
• Additionally, two passenger cars from the Agency’s fleet are provided, the expenses of which are borne by the Agency.
• The Agency will fund the provision of external bulletproof vests and the replacement of clothing, with a maximum of 84,807.50 euros throughout the duration of the agreement.

Financing and monitoring

The maximum total amount to be contributed by the Agency amounts to 11,802,447.23 euros over the four years of validity, distributed in annual payments ranging from 934,604.96 euros in 2026 to 2,026,753.50 euros in 2030. The expenditure is financed through item 22809 of program 132A of the Community’s budgets.

The agreement enters into force on July 22, 2026, has a validity of four years extendable for another four, and provides for a joint monitoring commission with three representatives from each party, whose presidency will rotate annually. The assignment will also be published in the Official State Gazette and may be consulted on the Transparency Portal.

The measure allows the Community to reinforce the security of its facilities without creating its own police force, leveraging the experience of reserve officers from the Civil Guard. For citizens, it means a greater presence of uniformed personnel in regional public buildings, with the cost borne entirely by the regional budget.
