The Civil Guard tenders the maintenance of its OpenStack sovereign cloud

The Economic Affairs Headquarters of the Civil Guard has tendered the maintenance and support of its on-premise sovereign cloud infrastructure OpenStack/Ceph for a period of twenty-four months and an estimated value of 349,200.84 euros. The announcement is published in the Official State Gazette (Boletín Oficial del Estado) no. 236, dated September 24, 2026, section V-A, pages 50035 to 50037, with the official reference BOE-B-2026-30796 and file number I/0043/A/26/2.

The contract aims to “maintain in perfect working order, availability, and security” the armed institute’s private cloud system and all its components. The contracting authority is the Economic Affairs Headquarters of the Civil Guard, with NIF S2816003D and headquarters at Guzmán el Bueno 110 street, 28003 Madrid; its main activity is public order and security, and the place of service provision corresponds to NUTS code ES300. The announcement was sent to the Official Journal of the European Union on September 11, 2026, under identifier 2026-000517263, and the file is signed by the Chief General of the Economic Affairs Headquarters, Miguel Garijo Pintos.

A two-year technological contract

The tender is processed via an open procedure and does not admit variants. The CPV codes correspond to system maintenance services (50324100), and the contract duration is set at 24 months. Execution conditions include social considerations, according to point 17 of the Characteristics Table of the PCAP.

Bidders must prove their solvency through a responsible declaration adjusted to the European Single Procurement Document (ESPD), which replaces documents A1, A2, A3, B1, B2, and B3 of annex I of the specifications:

• Technical and professional standing: works performed.

Award criteria and calendar

The award will be divided among three weighted criteria:

• Certified OpenStack Administrator (COA) certification: 15%.
• Price: 40%.
• Value judgment criteria: 45%.

The deadline for the receipt of bids or requests to participate ends at 09:00 hours on October 13, 2026, and submission is carried out through www.contrataciondelestado.es. The opening of the bids has been set in three acts: the administrative envelope and the technical offer envelope on October 13, 2026, at 09:30, and the economic offer envelope on October 20, 2026, at 09:30, in the Boardroom of the Support Command and the REUNETE Room in Madrid. Bidders will be obliged to maintain their offer for eight months.

Electronic submission and appeals

The procedure allows for the electronic submission of bids, the use of electronic orders, electronic invoicing, and electronic payment. Bids must be written in Spanish, and the specifications are freely, directly, completely, and gratuitamente accessible through the contractor profile.

A special administrative appeal may be filed against the procedure before the contracting authority or before the Central Administrative Tribunal for Contractual Appeals, located at General Perón 38, 28071 Madrid, in application of Article 44 of Law 9/2017, of November 8, on Public Sector Contracts, and within the period established in its Article 50.1.
