La Guardia Civil licita al menos 140 perros para su Servicio Cinológico

The Economic Affairs Headquarters of the Civil Guard has opened the tender to acquire at least 140 dogs destined for the Cynological and Remount Service during the 2027 and 2028 annualities, with an estimated value of 448,922.72 euros. The announcement is published in the Official State Gazette number 276, dated November 5, 2026, section V-A, pages 58603 to 58605, with reference BOE-B-2026-36132 and file V/0022/A/26/6.

The supply must meet the operational needs of the different Cynological Units as well as the assignment of animals to canine handler training courses. The contract is awarded through an open procedure, has a duration of 24 months, and is processed under CPV code 03325000 (small animals), with NUTS code ES300 as the primary place of delivery for the supplies.

The tender follows other equivalent purchases by the same body. In 2020, 180 dogs were tendered for 450,000 euros (file V/0022/S/20/6, Official State Gazette of December 14, 2020) and in 2023, 150 dogs were called for 402,270 euros (file V/0023/A/23/6, Official State Gazette of June 27, 2023). Added to this is the supply of feed formalized on February 23, 2026, for the 2026 and 2027 annualities, totaling 175,392 kilograms (file V/0025/A/25/2).

Four lots and dog profiles

The contract is divided into four lots, all with the same CPV code and delivery in the province of Madrid:

  • Lot 1: security and rescue dogs.
  • Lot 2: detection and tracking dogs.
  • Lot 3: dogs for canine handler training.
  • Lot 4: intervention dogs.

Bidders may submit offers for a maximum of four lots and opt for the award of all of them. Variants are not permitted.

Award criteria and calendar

The weighting combines price and technical improvements, with different weights depending on the lot:

  • Lot 1: improvement in delivery time (10%) and economic offer (90%).
  • Lot 2: improvement in breed variability (20%) and economic offer (80%).
  • Lot 3: improvement in delivery time (10%) and economic offer (90%).
  • Lot 4: improvement in the origin of working-line parents (10%) and economic offer (90%).

The deadline for submitting offers ends at 23:59 hours on November 23, 2026, through the Public Sector Procurement Platform. The opening of the bids is scheduled for November 24, 2026, at 09:30 in the Boardroom of the Support Command, at calle Guzmán el Bueno 110 (Madrid), in a private session. Bidders are obliged to maintain their offer for eight months.

Solvency requirements and environmental conditions

Interested companies must certify an annual turnover figure and completed works in accordance with sections 7.1 and 7.2 of the table in the specific administrative clauses specifications. The specifications also incorporate special environmental execution conditions, pursuant to article 202 of Law 9/2017, of November 8, on Public Sector Contracts.

The announcement was sent to the Official Journal of the European Union on October 22, 2026 (identifier 2026-000683092) and is signed by the general chief of the Economic Affairs Headquarters, Miguel Garijo Pintos. A special administrative appeal may be filed against the procedure before the Central Administrative Tribunal for Contractual Appeals, within the time limits set forth in article 50.1 of the aforementioned law.

The call for tenders serves as a market reference for the canine breeding and training sector: it establishes the projected annual volume (a minimum of 140 animals over two fiscal years), validates a catalog of four work profiles, and maintains the decisive weight of the price, with technical improvements oriented toward delivery speed, variety of breeds, and the origin of working lines.
