La Granadella aprova inicialment el pla de prevenció d'incendis forestals

The Plenary of the Granadella City Council initially approved, unanimously, the Plan for the delimitation of forest fire prevention measures for the municipality and the complementary documentation, in an ordinary session held on November 2, 2026. The announcement, signed by Mayor Elena Llauradó Pomar, is published in the Official Gazette of the Province of Lleida no. 211, of November 4, 2026, p. 1-1, with edict number 9215 and official reference BOP-2026_0_211_9215. The document opens a period of 30 business days for any interested party to consult the file and submit allegations.

The text is framed within file 228/2025 and is based on the regulatory framework of article 4.5 of Decree 123/2005, of June 14, on forest fire prevention measures, and article 83 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. The technical documentation was drafted by the company ECOSTUDI, dated August 2026, as stated in the plenary agreement.

The initial approval is the preliminary step toward final processing: the plan is not yet executable and may be modified based on the allegations submitted during the public exhibition.

Thirty business days to appeal

The public information period is 30 business days and is counted from the day following the last publication of the announcement, whether in the Official Gazette of the Province of Lleida or on the notice board of the municipal electronic office. With this calculation, the period would extend until mid-December 2026, depending on the date the double publication is completed.

During these weeks, any interested person may examine the file and formulate the allegations, claims, or suggestions they deem appropriate. The consultation can be carried out through two channels:

  • In person, at the offices of the Granadella City Council, located at plaça de la Vila, 33, during public office hours.
  • Electronically, through the municipal electronic office.

The submission of documents can be done via the municipal electronic registry or through any of the means provided for in article 16.4 of Law 39/2015.

Impact on forest and rural land

The delimitation plan establishes on the ground the strips and areas where prevention measures must be applied, a delimitation that falls directly on forest and rural land estates within the municipal term and, therefore, on their owners. The organization of these areas conditions uses such as logging, vegetation clearing, or the maintenance of safety strips, aspects that the complementary documentation specifies for each area.

The plenary agreement was unanimous, a fact that underlines the local political consensus on a matter with direct effects on the primary sector and the safety of the urban center.

Financing and background

The drafting of the plan does not start from scratch. The Diputació de Lleida granted the City Council of La Granadella a subsidy of 2,092.30 euros for the drafting or revision of the Local Forest Fire Prevention Plan (PLPIF), 2023 annuality, according to agreements published in provincial bulletin no. 188, of October 2, 2026, and no. 201, of October 21, 2026, where the justification and payment of the aid were approved.

With the public information process, the council fulfills the hearing procedure and accepts contributions from owners, entities, and neighbors before the final approval of the plan, which must expressly resolve the allegations presented.

For the owners of forest and rural estates in La Granadella, the calendar is now the determining factor: anyone wishing to influence the delimitation of the measures has until the expiration of the 30-business-day period to state so in writing, using file 228/2025 as a reference.
