The Urban Planning Management opens grants for cloistered convents in Seville

The Urban Planning and Environment Management office of the Seville City Council has opened the call for grants destined for conservation, maintenance, consolidation, rehabilitation, and archaeological interventions linked to convents or monasteries of contemplative life in the city. The measure was approved by agreement of the organization’s Governing Council on September 1, 2026, and is published as extract no. 221296 in the Official Gazette of the Province of Seville no. 185, dated September 23, 2026, with a reserved credit of 850,000 euros.

The call is processed under a competitive bidding regime and is registered in the National Grants Database with the identifier BDNS 930720, where the full text can be consulted. The extract is published in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17.

Regulatory framework and objective

The call is governed by the Regulatory Bases for the Granting of Subsidies for Conservation, Rehabilitation, Restoration, and Enhancement Actions for Historical Heritage buildings in the city of Seville, published in the Official Gazette of the province no. 111, of June 11, 2026.

For matters not provided for, Law 38/2003 and its implementing regulation, approved by RD 887/2006, of July 21, apply, along with the regulation of procedures applicable to grants awarded by the Seville City Council, published in the Official Gazette of the province of Seville no. 161, of July 14, 2005.

The objective is to finance the conservation and enhancement of cloistered convents and monasteries located in the municipality of Seville that are considered unique buildings forming part of the city’s historical heritage.

Amount and distribution of credit

• Total reserved credit: 850,000.00 euros, charged to budget item 10000.33600.78006 of the General Budgets of the Urban Planning and Environment Management office.
• The amount is distributed over three annual installments.
• Maximum amount per grant: 200,000.00 euros.
• The aid can reach up to 100% of the protectable budget accepted in the grant.
• The grant is compatible with other aid, income, or resources for the same purpose, from public and private administrations or entities, national, from the European Union, or international, provided that the total amount does not exceed the cost of the action.

Who can apply

Religious entities registered in the Registry of Religious Entities, in accordance with Royal Decree 594/2015, of July 3, who are owners or holders of rights authorized by the ownership of unique buildings intended to house religious communities of contemplative life under a cloistered regime, may apply for the grant.

The following are considered unique buildings:

• Buildings designated as Assets of Cultural Interest included in the General Catalogue of Andalusian Historical Heritage.
• Properties protected with level “A”, Integral Protection, by the general urban planning or special heritage protection planning.
• Properties protected with level “B”, Global Protection.

In all cases, the buildings must be designated as cloistered convents or monasteries.

Evaluation criteria and deadline

Applications are scored out of a maximum of 100 points:

• Degree of protection and heritage value of the property: 20 points.
• Urgency and necessity of the intervention: 30 points.
• Commitment to co-financing or contribution of own resources: 20 points.
• Existence of a Master Plan or prior technical planning document: 10 points.
• Continuity of projects in protected buildings: 20 points.

The deadline for submitting applications is thirty calendar days starting from the day following the publication of the call in the Official Gazette of the Province of Seville, that is, until October 23, 2026. The summary was signed in Seville on September 14, 2026, by the Head of the Urban Renewal and Building Conservation Service, José Julián Espinosa López-Viota.

The call comes at a time when the conservation of Seville’s conventual heritage depends largely on the ability of its communities to finance consolidation and restoration works. With a maximum of 200,000 euros per intervention and the possibility of covering 100% of the eligible budget, this line provides the owners of these properties with a direct way to undertake rehabilitations and archaeological excavations that they would hardly be able to afford with their own resources.
