La Generalitat transfiere 2,6 millones para reforzar los sistemas informáticos

The Department of Economy, Finance and Public Administration has authorized a credit transfer of 2,597,652.99 euros from the digital transformation program to the information services program. The operation was formalized through the Resolution of September 24, 2026, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10475, of October 21, 2026, in section III of administrative acts, with the official reference DOGV-C-2026-30624. The processed file is 06.068/26.

The measure responds to a need raised by the Directorate General of Information and Communication Technologies, which requested an increase in the allocation of chapter II of budget program 121F00, dedicated to information services. To finance this reinforcement, existing availabilities in chapter II of another budget application are mobilized, G01069900GE00000 G.121M00, for digital transformation and innovation.

Operation details

The resolution is structured into two sections reflecting the two accounting movements, for the same amount:

  • Credit reduction: budget application G01069900GE00000 G.121M00.22799, for 2,597,652.99 euros.
  • Credit increase: budget application G01060101GE00000 G.121F00.21601, for 2,597,652.99 euros.
  • Total operation: 2,597,652.99 euros, with no variation in the overall budget amount.

The official text emphasizes that the transferred credit “is not subject to earmarked financing or expenditure commitments,” which allows it to be reassigned without altering co-financed programs or obligations already acquired. The operation is, therefore, neutral in the total volume of chapter II and only redistributes the spending capacity between two technological purposes of the same department.

The authorization is based on articles 24 and 28 of Law 4/2026, of July 22, on the Generalitat budgets for the 2026 financial year. The authority to issue the resolution derives from the Resolution of February 12, 2024, on the delegation of powers to the department’s bodies, published in DOGV no. 9792, of February 20, 2024.

The document appears signed in Valencia, September 24, 2026, by Alida C. Mas Taberner, Undersecretary of Economy, Finance and Public Administration, exercising the delegation of the regional minister. The publication in the official gazette closes the administrative processing and gives effect to the credit reassignment.

A program under budgetary pressure

The transfer arrives just one month after the Consell expanded the limits for committing multi-year expenditure in the same program 121F00, then called “Information Systems.” The Agreement of September 25, 2026, of the Consell, published in the DOGV no. 10461, of September 29, 2026 (DOGV-C-2026-30224), raised those ceilings to provide coverage for procurement files currently in process:

  • 2027: from 58,552,274.01 euros (73.74%) to 67,964,545.55 euros (85.59%).
  • 2028: from 51,096,284.54 euros (64.35%) to 61,090,116.49 euros (76.93%).
  • 2029: from 47,228,631.01 euros (59.48%) to 51,987,445.09 euros (65.47%).

That agreement was signed by José Luis Díez Climent, second vice president and conseller of the Presidency, and was adopted under article 40 of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies. The sequence of both decisions—first the expansion of multi-year limits and then the injection of current credit—outlines a sustained effort to maintain the operational capacity of the regional administration’s computer systems.

Why it matters

The operation directly affects the financing of the computer systems that support the administrative activity of the Generalitat: the Directorate General for Information and Communication Technologies gains current expenditure margin in the information services program, while the digital transformation and innovation item yields availabilities that were not committed. For readers, the relevant fact is that this is an internal reallocation, with no additional cost to the regional coffers, but which reveals where the technological spending pressures are concentrated in the 2026 budget.
