La Generalitat subasta aprovechamientos apícolas, trufa, aromáticas y pastos en Valencia

The Valencia Territorial Directorate has opened the procedure to alienate the exploitation of beekeeping, aromatic plants, truffles, and pastures in public utility forests of the province for the year 2027 and onwards. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10488, of November 6, 2026, in section V. Announcements, with the official reference DOGV-C-2026-34708. The call is open to natural and legal persons from the forestry and beekeeping sector with full legal capacity and no prohibitions on contracting.

The body promoting the alienation is the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery, and the announcement was signed in Valencia on October 29, 2026, by José Guillermo Rojí Moliner, head of the Territorial Environment Service of Valencia, signing by substitution in accordance with the resolution of April 22, 2026 (DOGV no. 10349, of April 24, 2026). The processing is subject to the principles of publicity, objectivity, impartiality, transparency, and competitive bidding under article 15.5 of Law 43/2003, of November 21, on forests.

The regulatory framework is completed by Decree 205/2020, of December 11, regulating forest exploitation in private forests and alienation in forests managed by the Generalitat; Decree 58/2023, of April 14, on the organization of the livestock sector, for beekeeping exploitation; Order 1/2018, of January 12, on truffle collection in forest lands; and Law 6/2003, of March 4, on livestock of the Valencian Community for pastures. The general specifications are those approved by the Resolution of February 12, 2025, of the General Directorate of Natural and Animal Environment (DOGV no. 10052, of February 21, 2025).

Four types of exploitation and two ownerships

The announcement distinguishes the assets according to who owns the forest: municipal forests are governed by the decision of each city council and those of the Generalitat by the territorial directorate, which awards them by auction except for pastures, which are granted free of charge through a competition. The period of enjoyment will be five years for most lots and is counted from January 1, 2027.

  • Beekeeping: more than fifty lots in municipal forests, with annual valuations ranging from 40 euros in the Sierra del Negrete (Utiel) to 1,055 euros in Caídas Río Túria and Los Rodenos (Calles), including 856 euros in Buñol, 900 in Gausa (Sagunto), or 880 in La Reana (Gestalgar). Auctions are held in specific areas and lots within districts such as Alcublas, Alpuente, Andilla, Bugarra, Chelva, Chiva, Llíria, Moixent, Montesa, Pedralba, Yátova, or Zarra.
  • Aromatic plants: a dozen lots per annual kilogram of lavender, lavandin, thyme, rosemary, savory, and hyssop. Notable are the 20,000 hectares of quota in La Sierra (Domeño), at 346 euros, and the 15,000 in Arroyo Cerezo and El Rato and others (Castielfabib), at 250 euros each.
  • Truffles: eleven lots, with areas ranging from 300 to 7,024 hectares. The highest valuations correspond to Casas Bajas (5,852 euros), Lomas del Chinchel in Chelva (3,696 euros), and Las Cabezas in Vallanca (1,300 euros); the lowest is the Carrascal de La Yesa (100 euros).
  • Pastures: lots with variable surface area and livestock capacity, with valuations from 1 euro (Pelma, Chulilla) up to 2,550 euros (Malacara lot 5, Siete Aguas) in the municipal forests.

Deadlines, envelopes, and submission locations

In forests owned by the Generalitat, the deadline to submit offers is ten calendar days from the day following the publication of the announcement in the DOGV. In municipal forests, the deadline is set by each owning entity, and applications are addressed to the general entry registry of the corresponding town hall.

  • Legal entities are required to submit the application by electronic means, in accordance with article 14.2 of Law 39/2015; natural persons may do so electronically or at the PROP building at calle de Gregorio Gea, 27, fifth floor, in València.
  • For truffle auctions, two sealed envelopes are required: envelope “A” with the administrative documentation, according to the model in annex III, and envelope “B” with the economic proposal, according to annex IV.
  • Offers sent by certified mail must be justified to the awarding body on the same day by email to forestal_vlc@gva.es; if the documentation is not received within ten days, they will not be admitted.
  • Truffle auctions in Generalitat forests will be held on November 25, 2026, at 11:00 at the Territorial Directorate of Valencia, for the lots of Barranco Sancho and El Carrascal, Los Planos and others, both in La Yesa.

Pastures: free competition with a scale of up to 90 points

The allocation of grazing rights in Generalitat forests is free of charge and is resolved through a competition with a maximum scale of 90 points. Priority is given to young ownership—10 points for young livestock farmers between 18 and 40 years old and 10 for female livestock farmers—, the proximity of the farm (20 points if it is within the municipal district, 10 in adjacent ones, and 5 within the same forestry demarcation), and the type of livestock (10 for sheep and goats, 8 for cattle, and 5 for equines). The maintenance of indigenous breeds, such as the Guirra sheep, provides up to 10 points, as does having invested in infrastructure in the last decade, not having renounced an allocation in the last five years, or presenting a valued report of improvements.

Fee, license, and improvement fund

Allottees in Generalitat forests are exempt from depositing a definitive guarantee, but they must pay the annual fee before obtaining the license. The license is issued by the Territorial Directorate of Valencia and is only effective after the delivery of the utilization right and the signing of the corresponding act, without any preparatory activity being allowed to start beforehand. Local owning entities are obliged, by Decree 91/2023, of June 22, to invest at least 15% of the amount from the utilization rights in the management and improvement of forest masses, through an improvement fund with its own current account.

The call is of interest to beekeepers, truffle and aromatic plant collectors, and livestock farmers seeking surface area in public forests, in a context of pressure on pastures and generational renewal in the sector. The calendar is tight: for Generalitat forests, the countdown begins the day after publication, and truffle auctions are already scheduled for late November.
