The Third Vice Presidency and Department of Environment, Infrastructure, Territory and Recovery of the Generalitat Valenciana has agreed to the withdrawal of the authorization for implementation on non-developable land, the prior administrative authorization, and the administrative construction authorization for the photovoltaic project “ISF Campellos Benifaió Solar”. The resolution was made public via an announcement in the Official Gazette of the Province of Valencia number 177, dated September 15, 2026, with reference 2026/11173.

The decision, processed by the Territorial Service of Industry, Energy and Mines of Valencia, corresponds to file ATALFE/2022/44/46 and entails the withdrawal of the three authorizations that enabled the implementation and construction of the solar installation in the municipality of Benifaió.

A project on non-developable land

The “ISF Campellos Benifaió Solar” project was conceived as a photovoltaic electrical energy generation installation on non-developable land, a type of implementation that, due to its territorial and environmental impact, requires a specific authorization regime from the regional administration. The withdrawal jointly affects the three authorizations that made up the procedure:

  • Authorization for implementation on non-developable land.
  • Prior administrative authorization.
  • Administrative construction authorization.

Scope of the resolution

The withdrawal, a figure provided for in administrative procedure, implies that the administration nullifies the authorization process initiated for the project, without this prejudging the possibility of the promoter submitting a new file in the future. The resolution falls within the competence of the Department of Environment regarding energy and industry, exercised through its Territorial Service of Industry, Energy and Mines of Valencia.

The publication in the official gazette serves to publicize the decision to interested parties and the general public, in line with the transparency requirements governing the authorization procedures for electrical generation installations.

Impact on the municipality and the energy sector
