The Generalitat withdraws rental aid from five tenants in Alicante

The First Vice-Presidency and Department of Housing, Employment, Youth and Equality of the Generalitat Valenciana has declared the loss of the right to receive rental assistance from the State Plan for Access to Housing 2022-2025, corresponding to the 2025 fiscal year, for five beneficiaries in the province of Alicante. The decision, adopted by resolution of the Director General of Planning and Housing Policies, Juan Antonio Pérez Sala, is published in the Official Gazette of the Generalitat Valenciana (DOGV) on August 25, 2026, under reference DOGV-C-2026-26440.

The measure is adopted after it was found that the affected parties failed to comply with the obligations and responsibilities established in the nineteenth clause of the regulatory resolution for the grants, as they failed to justify the amounts received. Consequently, the approval and expenditure allocation (AD_COM) in the affected accounting files will be reduced by a total amount of 1,614.60 euros.

Regulatory Framework of the Grants

The grants are part of the Housing Rental Assistance Program of the State Plan for Access to Housing 2022-2025, regulated by Royal Decree 42/2022, of January 18, and financed through line S1178, “Housing rental assistance. State plan for access to housing 2022-2025,” of budget program 431I00, Social Housing Function, aimed at population sectors with limited economic means.

The procedure is based on Law 1/2015, of February 6, on the public treasury of the Generalitat, and Law 38/2003, of November 17, General Law on Subsidies. The authority for revocation and reimbursement corresponds to the Director General of Planning and Housing Policies, by virtue of the delegation of powers in the resolution of May 15, 2024.

Affected Beneficiaries and Amounts

The five beneficiaries, all from the province of Alicante, appear in Annex II of the resolution with the following unjustified amounts:

  • Agustín Fernández Sánchez, file ALQVIV/2025/09110/03: €25.60
  • Ana Calzada Pintor, file ALQVIV/2025/11363/03: €168.04
  • Vladimir Estal Daries, file ALQVIV/2025/16959/03: €409.73
  • Samuel Vargas Panqueva, file ALQVIV/2025/17760/03: €503.63
  • Vanessa González Cuenca, file ALQVIV/2025/21536/03: €507.60

The total amount to be reduced is 1,614.60 euros, distributed among the expenditure accounting files listed in Annex I of the resolution.

Appeals and Deadlines

The resolution, which exhausts administrative remedies, may be appealed for reconsideration before the Director General of Planning and Housing Policies within one month of its notification, or via a contentious-administrative appeal before the High Court of Justice of the Comunitat Valenciana within two months, in accordance with Law 39/2015 and Law 29/1998.

The decision affects low-income tenants who had obtained public aid to sustain their housing payments, and highlights the control that the regional administration exercises over the justification of subsidies from the State Housing Plan, with the resulting reduction of committed public expenditure.
