The First Vice-Presidency and Department of Housing, Employment, Youth and Equality has resolved the direct grant of 17,321,270.00 euros to city councils and smaller local entities of the Comunitat Valenciana to finance professionalized care services, awareness-raising activities, and training in co-responsibility within the “Corresponsables” 2026 plan. The resolution, dated September 30, 2026, is signed by the first vice-president and regional minister Susana Camarero Benítez and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10464, of October 2, 2026, in section III of administrative acts. The text regulates the bases and formalizes the aid with official reference DOGV-C-2026-31102.
The regulation is based on article 168.1.A) of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies, and on article 22.2.a) of Law 38/2003, of November 17, general law on subsidies, which enables the direct granting of nominative subsidies. The distribution derives from the Agreement of the Sectoral Conference on Equality of May 6, 2026, published by the Resolution of May 7, 2026 of the Secretary of State for Equality and the Eradication of Violence against Women.
The funding is charged to subsidy line S0222, budget application G01140401GE00000, chapter IV of the Generalitat budget for 2026 approved by Law 4/2026, of July 22. Of the 17,321,270.00 euros, 12,990,952.50 euros come from the Ministry of Equality and 4,330,317.50 euros are provided by the Generalitat.
Three distribution criteria with correction for the DANA
The amount assigned to each entity results from the sum of three criteria:
- Municipal population: fixed amount from 2,000.00 to 25,000.00 euros according to registered inhabitants.
- Municipalities affected by the DANA of October 29, 2024: correction factor of 0.5 on the previous amount, in accordance with annex I of Decree 164/2024, of November 4.
- Registered minors up to 16 years old: multiplied by a correction factor of 0.5 to 4.5 according to population; the remaining credit up to the limit of 14,955,773.08 euros is distributed with a unit value per corrected person.
Among the amounts in the annex, the following stand out: València (€787,870.00), Alicante (€383,930.00), Elche (€279,840.00), Torrent (€224,760.00), Torrevieja (€205,890.00), Paterna (€205,780.00), Castellón de la Plana (€200,930.00), Orihuela (€179,950.00), and Gandia (€178,720.00). The smallest municipalities receive 2,060.00 euros.
Care, awareness, and mandatory training
Professional care services in publicly owned spaces—educational, sociocultural, municipal, sports, or library centers—for minors up to 16 years old and up to 21 years old with a recognized disability are eligible for subsidies, as well as awareness campaigns and training activities on egalitarian masculinities. Each beneficiary entity must allocate a minimum of 3 percent of the funds to these training actions.
Priority access, after assessing family income, will be granted to single-mother and single-parent families, women victims of gender-based violence, families with a member with a recognized disability, units in a situation or at risk of social exclusion, asylum seekers or refugees, and families with elderly or dependent persons in their care. In the calculation of the per capita income for single-mother and single-parent families, a reduction coefficient of 15 percent is applied.
Deadlines, advance payment, and control
- Execution of actions: from January 1, 2026, to December 31, 2027.
- Acceptance or waiver: ten business days from publication; silence is equivalent to waiver.
- Justification: until January 31, 2027 (2026 annuality) and until January 31, 2028 (2027 annuality), with a record in the Hub Corresponsables application.
- Payment: 100 percent of the amount is issued in advance in a single payment.
- Control: material verification of at least 10 percent of the entities, with a minimum of one file per province.
The resolution takes effect from the day following its publication and exhausts administrative remedies; therefore, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal before the Tribunal Superior de Justícia de la Comunitat Valenciana within two months.
The distribution reaches virtually all Valencian municipalities and reinforces two sensitive fronts: the work-life balance of families with dependent minors and the creation of skilled employment in the care sector, with preferential attention to municipalities affected by the DANA and groups with the greatest access difficulties.
