The Generalitat appoints heads of Migration and Labor Regulation

The First Vice-Presidency and Department of Housing, Employment, Youth and Equality of the Generalitat Valenciana has filled two key service head positions regarding migration and labor regulation through the free appointment system. The appointment is formalized by the Resolution of July 22, 2026, of the Undersecretariat, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10439, of August 28, 2026, with official reference DOGV-C-2026-25750.

The resolution responds to call number 72/2026, announced in DOGV 10378, of June 5, 2026, and is based on the mandatory and binding report issued by the Directorate General of Public Service on June 29, 2026, regarding the fulfillment of the participation requirements of the interested parties.

Two head positions filled by free appointment

The free appointment procedure has allowed for the filling of two positions of competency level 28, with specific supplement E050, both reserved for career civil servants of subgroup A1:

• María Jesús Oliete Amador, with NRP 0004, appointed head of the Migration, Refugee and Equal Treatment Service (position number 27892).
• Raquel Balaguer Hernández, with NRP 3476, appointed head of the Labor Regulation Service (position number 31027).

In both cases, a single candidate applied, who was admitted by the Directorate General of Public Service and considered the most suitable based on their professional experience, training, and knowledge of the department’s structure and functions.

Regulatory framework and effects of the appointment

The provision complies with the fourth base of the call, Article 115 of Law 4/2021, of April 16, on the Valencian public service, Article 62.2 of Decree 3/2017, of January 13, which regulates the selection and provision of positions, and Decree 19/2026, of February 13, which approves the organic and functional regulations of the department.

The termination of the interested parties’ previous job positions will occur ex officio on the same day as the publication of the resolution in the DOGV, while the assumption of office in the new destination will take place the day following said publication.

Signature and appeals

The resolution, which exhausts administrative remedies, is signed by delegation by Carlos Lirio Ceruelo, Undersecretary of the First Vice-Presidency and Department of Housing, Employment, Youth and Equality (p. d. R. 15.05.2024; DOGV 9851, 17.05.2024). An optional appeal for reversal may be filed against it within one month, or a contentious-administrative appeal may be filed before the contentious-administrative court of Valencia within two months.

The filling of these two leadership positions strengthens the management capacity of the department in two areas of particular social sensitivity: migration and refugee care, and the regulation of labor relations in the Valencian Community, at a time when both matters concentrate a significant part of the regional Government’s employment and cohesion agenda.
