The Generalitat appoints an emergency technician as a career civil servant

The Department of Economy, Finance and Public Administration of the Generalitat Valenciana has appointed Ester Ramos Madrona as a career civil servant, having passed the selective tests for access to the senior faculty body of emergencies and civil protection, A1-10, special body. The appointment is formalized by the Resolution of July 23, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10432, of August 19, 2026, with reference DOGV-C-2026-25224.

The resolution, signed by the regional minister José Antonio Rovira Jover, consolidates a position from the 2025 public employment offer for personnel of the Administration of the Generalitat, as provided in Annex I of Decree 47/2025, of March 25, of the Consell. Access was obtained through the open competition track and the opposition system, within the framework of call 30/25.

Regulatory Framework and Background

The process is framed within Order 4/2025, of May 28, by which the selective tests for access to the bodies and scales of subgroup A1, special bodies, general open track, persons with disabilities and mental illness were called (DOGV 10119, of May 30, 2025). The final list of persons who passed the tests was published by the Resolution of April 7, 2026 (DOGV 10341, of April 14, 2026).

The action is based on the competence attributed by article 8.1.o) of Law 4/2021, of April 16, on the Valencian public service. Once the submission of the supporting documentation proving compliance with the required requirements has been verified, the appointment as a career civil servant proceeds.

Conditions of Appointment

The appointed person must take possession of the assigned job position within the established period, following an oath or promise in accordance with article 68.1.c) of Law 4/2021. The administrative and economic effects of the appointment will take place from the day of taking possession.

• Taking possession: mandatory to acquire the status of career civil servant.
• Personnel Registry: the Administration of the Generalitat will make the corresponding entries in the service records.
• Effects: administrative and economic from the date of taking possession.

Appeals

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the High Court of Justice of the Comunitat Valenciana within two months from the day following its publication. Optionally, a request for reversal (recurso de reposición) may also be filed within one month before the same body that issued the resolution, in accordance with Law 39/2015, of October 1, on the common administrative procedure, and Law 29/1998, of July 13, regulating contentious-administrative jurisdiction.

This appointment reinforces the emergency and civil protection staff of the Generalitat, a key area for public safety and response to risk situations in the Valencian Community. The consolidation of positions from the 2025 OPE guarantees the stability of the senior technical personnel in charge of emergency management.
