The Generalitat modifies the authorization for the Huerto Solar photovoltaic plant in Picassent

The Generalitat Valenciana has modified the administrative construction authorization for the “Huerto Solar Cañada de la Sisca” photovoltaic plant, promoted by Picassent Solar, SL (NIF B40541328), in the municipality of Picassent. The resolution, dated July 6, 2026, from the Territorial Service of Industry, Energy and Mines of Valencia, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10438, of August 27, 2026, with reference DOGV-C-2026-26538.

The installation, with 1,250 kW of installed capacity and 1,754.69 kWp of peak capacity, is located on non-urbanizable land in polygon 3, plots 229, 282, and 285. The original authorization was granted on January 24, 2024 (published in DOGV no. 9809, of 14.03.2024, and in the Official Gazette of the Province of Valencia no. 58, of 22.03.2024), with 1,225 kWn and 1,497.6 kWp.

A non-substantial modification

On February 3, 2026, the promoter submitted new documentation that altered the basic characteristics of the installation: equipment to be installed, layout of the modules on the land, location of the transformation center, and new impact of the internal connection line. Following a correction submitted on April 30, 2026, reports were obtained from the Territorial Management Service, the Landscape Service, and the Picassent City Council, which considered the changes non-substantial and compatible with the territory and the landscape.

The processing was carried out in accordance with article 115.3 of Royal Decree 1955/2000, of December 1, and Decree-Law 14/2020, of August 7, of the Consell, regarding measures to accelerate the implementation of renewable energy installations due to the climate emergency.

Technical characteristics of the plant

The plant, featuring an agrivoltaic structure with crops under the modules, has the following definitive characteristics:

  • 2,852 bifacial modules with a unit capacity of 535 Wp.
  • 10 inverters of 125 kW (1,250 kW in total).
  • Prefabricated transformation center with a 1,600 kVA, 0.4/20 kV transformer.
  • Internal 20 kV underground line of 230 m and a 20 kV evacuation line of 5 m.
  • Connection to the distribution network of I-De Redes Eléctricas Inteligentes SAU via the L-05 Picassent 20 kV line from the Almussafes substation.
  • Global budget of the installation: €572,417.43.

Among the landscape integration conditions, it is required to set back the panels in the northern area by at least 3.5 times the height of the structure (7 m), maintain existing vegetation, and plant citrus fruit trees in a 4 x 4 m grid, in addition to removing waste and not installing continuous vegetative screens inappropriate for an agricultural area.

Guarantees and decommissioning

The resolution keeps in force the decommissioning and restoration plan approved in 2024, with a budget amounting to €83,472.48. The holder must establish a financial guarantee for that amount with the Valencian Tax Agency before requesting the provisional operating authorization, in accordance with Article 37 of DL 14/2020.

The modification reinforces the deployment of renewables on non-urbanizable land in Valencia within the framework of the climate emergency, while maintaining the requirements for landscape integration and land restoration. The resolution, signed by Roberto Javier Anchel Añó, head of the Territorial Service, is subject to an administrative appeal before the Directorate General of Energy and Mines within a period of one month.
