The Generalitat tenders the leasing of 475 sanitary vehicles

The Department of Economy, Finance and Public Administration has published in the Official Gazette of the Generalitat Valenciana (DOGV) the resolution enabling the tender for the framework agreement for the lease without option to purchase of 475 class D vehicles intended for healthcare provision. The contract, with a base budget of 19,199,070 euros, renews the fleet of the Valencian public health system.

The resolution, signed by Minister José Antonio Rovira Jover, partially revokes the delegation of powers that rested with the Undersecretariat of the Department of Economy, Finance and Public Administration and attributes them directly to the Department of Health. The measure responds to the proposal formulated by Health on July 7, 2026, and is justified by reasons of efficacy, efficiency, administrative agility, and the adequate provision of the public health service.

A fleet for primary care

The vehicles subject to the framework agreement will be allocated to the care services developed by healthcare professionals in the field of primary care, continuous care points, and home hospitalization units. The Department of Health has highlighted the need to have this fleet to serve the users of the Valencian public health system.

A high-value contract

The framework agreement contemplates a base tender budget of 19,199,070.00 euros (VAT included) and an estimated value of 19,040,400.00 euros. The delegation conferred to Health comprises all the powers of the contracting body:

The approval of expenditure and any budget management acts that may be necessary.
The call and processing of the tender.
The appointment of the contracting board and the assistance bodies.
The award and formalization of the framework agreement.
The interpretation, modification, extension, suspension, and termination of the agreement.
The imposition of penalties and the adoption of measures provided for in the public sector contracts legislation.
The management of the based contracts formalized under the framework agreement.

Delegation and coordination

The delegation is understood without prejudice to the powers attributed to the General Directorate of Assets by Law 14/2003, of April 10, on the assets of the Generalitat, and by Decree 106/2000, of July 18, of the Consell. Health will be responsible for the ordinary management of the vehicles, the communication of additions, removals, and incidents through an annual report, and compliance with obligations regarding inventory and asset control.

The resolution, which takes effect from the day following its publication in the DOGV, exhausts the administrative route and may be appealed within a period of two months. With this tender, the Generalitat renews and expands its healthcare vehicle fleet, a key step in guaranteeing the mobility of professionals and the quality of care throughout the Valencian Community.
