The Generalitat terminates the authorization of the Mikole children's center in Castellón

The Department of Education, Culture and Universities has terminated the authorization of the private first-cycle Early Childhood Education center Mikole, in Castellón de la Plana, due to the cessation of activities. The decision was adopted through Order 23/2026, dated September 4, published in the Official Gazette of the Generalitat Valenciana (no. 10452, dated September 16, 2026), and will have academic effects at the start of the 2026-2027 school year.

The center, with code 12006071, is located at calle de Cuadra Saboner, 4, in Castellón de la Plana, and its owner is the company EGB Ramiro Izquierdo, SA. The termination will lead to the corresponding deregistration entries in the Registry of Educational Centers of the Comunitat Valenciana.

Procedural Background

The Mikole center had been authorized since the Order of December 23, 2002, from the then Department of Culture and Education, which granted it the authorization for opening and operation. The termination procedure was initiated after the center’s inactivity was confirmed.

• Report from the Education Inspection of the Territorial Directorate in Castellón, dated July 2, 2026, confirming the center’s inactivity.
• Agreement of the Directorate General of Educational Centers, dated July 15, 2026, initiating the termination procedure due to cessation of activities.
• Granting of a ten-day period to the ownership to file allegations and present justifications.
• After the deadline passed, there is no record of the ownership having submitted any documentation.

Legal Basis

The order is issued under Article 4 of Decree 68/2026, dated May 4, of the Consell, which assigns competence to the Department of Education, Culture and Universities. As a substantive basis, Article 16.1 of Royal Decree 332/1992, dated April 3, regarding authorizations for private educational centers, is invoked, which establishes the termination of authorization when centers have de facto ceased their activities.

The resolution, signed by the regional minister M. Carmen Ortí Ferre, concludes the administrative process. The following may be filed against it:

• An optional appeal for reversal (recurso de reposición) before the body that issued the act, within one month of notification.
• A contentious-administrative appeal before the High Court of Justice of the Comunitat Valenciana, within two months.

For interested parties who have not been notified, the deadlines begin to run from the day following the publication in the Official Gazette of the Generalitat Valenciana.

The extinction affects the first-cycle Early Childhood Education places that the center offered in Castellón de la Plana. With the removal from the Registry of Teaching Centers of the Comunitat Valenciana, the center is no longer authorized to provide education; therefore, families who had planned to enroll their children must seek alternatives in other authorized centers in the locality for the 2026-2027 academic year.
