The Generalitat amends the subsidies to internationalize local businesses

The Department of European Union and Foreign Action of the Generalitat de Catalunya has published Resolution UEX/3068/2026, of August 25, which modifies the call for grants to promote the internationalization of the public administration of local entities in Catalonia, with reference BDNS 923665. The correction was published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9740, of August 28, 2026, with the official reference CVE-DOGC-A-26239004-2026.
The resolution, signed by the secretary general Lorena Elvira Ayuso, amends Resolution UEX/2856/2026, of August 4, which had approved the call derived from the regulatory bases. Once the call was published, several material errors, omissions, and issues of internal coherence were detected that needed to be corrected, mainly in the formulation of the evaluation criteria for the grant lines.
A direct aid for the local world
The call, which has a maximum amount of 1,000,000 euros, is addressed to city councils and county councils of Catalonia so that they can define and deploy their internationalization strategy, strengthen technical cooperation and the exchange of knowledge with other local administrations, and implement projects with territorial impact derived from international action. The funding is distributed across three lines of action:
- Line 1. Design of internationalization strategies and plans for local entities: 100,000 euros.
- Line 2. Technical cooperation and exchange of knowledge between local entities: 300,000 euros.
- Line 3. Implementation of internationalization projects with territorial impact: 600,000 euros.
Local entities in the province of Barcelona cannot apply for Line 1, as they already have funding for the same purpose, although they can participate in lines 2 and 3.
Corrections in the evaluation criteria
The resolution modifies up to ten points of the call. Among the most relevant amendments are the corrections to the evaluation criteria regarding the co-financing of projects, which are now scored based on the percentage of co-financing relative to the total cost of the project, and the addition of a zero-score criterion for projects that do not prove alignment with any of the priority areas of the call. A provision regarding the extension of the justification deadline and a regulatory reference regarding reimbursement is also corrected, changing from article 98 to article 99 of the revised text of the Public Finance Law of Catalonia.
Deadlines and processing
Applications can be submitted electronically from August 24, 2026 at 00:00 hours until September 22, 2026 at 14:00 hours. The grant is processed under a competitive bidding regime, and the instructing body is the Grant Management Service in the Field of External Action, while the granting resolution corresponds to the Secretariat for European, Multilateral Affairs and Development Cooperation. The grant amount per project can reach up to 75% of the total budget, with minimums and maximums ranging from 10,000 to 120,000 euros depending on the line.
The resolution takes effect on the day of its publication in the DOGC, and an optional appeal for reversal may be filed against it within one month, or a contentious-administrative appeal within two months. This correction ensures that city councils and county councils wishing to project themselves abroad have clear and coherent guidelines to apply for grants that must strengthen the institutional capacities of the local world and its international projection.
