The Generalitat allocates 6.46 million to reinforce reading competence.

The Generalitat is incorporating €6,461,817.00 from the Ministry of Education, Vocational Training and Sports to fund the reading competence reinforcement programme for the 2026-2027 academic year. This is authorised by the Resolution of 20 July 2026 of the Department of Economy, Finance and Public Administration, published in the Official Journal of the Valencian Generalitat (DOGV No. 10,429, of 14 August 2026), which approves a credit generation charged to the earmarked fund TE25000007 (file 09.044.26).
This allocation comes from the Territorial Cooperation Programme for the Reinforcement of Reading Competence, approved by the Sectorial Conference on Education on 3 June 2026 and territorially distributed by means of the Resolution of 11 June 2026 of the Secretariat of State for Education. According to that agreement, the Valencian Community is allocated €6,461,817.00, revenue not provided for in the Generalitat’s extended budget and which the Department of Education, Culture and Universities has proposed to allocate to improving reading.
The programme aims to raise the performance level of students in reading competence in the second cycle of Early Childhood Education, Primary Education, Compulsory Secondary Education and basic-level vocational training cycles. To this end, it provides for personalised attention for students, reducing the gender gap in reading, training of advisors, coordinators and teachers in literacy methodologies, and support for schools’ reading plans.
Distribution of the credit by programme
The credit generation is distributed among four budgetary programmes of the education department:
- €4,159,352.16 in Chapter I of programme 422A00, Primary Education.
- €1,199,797.12 in Chapter I of programme 422B00, Secondary Education.
- €861,662.02 in Chapter I of programme 421F00, Teacher Training.
- €60,000.00 in Chapter II of programme 421E00, Evaluation, Innovation and Educational Quality.
- €181,005.70 in Chapter IV of programme 422A00, Primary Education, for grants.
Additional teachers and grants for schools
The Directorate General for Educational Innovation and Inclusion will develop the programme aimed at publicly-funded schools in the Valencian Community, with three lines of action: provision of additional teaching staff, creation of a team of advisors and the training required for its proper implementation.
In addition, the credit increase expands the competitive grant line S2094, “Grants for the Reading Competence Reinforcement Programme”, which goes from an initial allocation of €654,520.07 to €835,525.77 after the increase of €181,005.70, in programme 422A00.
Legal framework
The authorization is based on Article 50 of Law 1/2015, of 6 February, on Public Finance, the Instrumental Public Sector and Subsidies; in Articles 24 and 27 of Law 6/2025, of 30 May, on the Generalitat’s 2025 Budgets; and in Decree 204/2025, of 26 December, of the Consell, on the automatic extension of the budgets until those for 2026 enter into force. The resolution is signed by Alida C. Mas Taberner, Undersecretary of Economy, Finance and Public Administration, by virtue of the delegation of powers established by the Resolution of 12 February 2024 (DOGV 9792, of 20 February).
The arrival of these state funds represents a direct reinforcement for students with the greatest reading difficulties and for publicly funded schools, which will have more teaching staff and grants under a competitive selection process. Families and schools will see the programme implemented over the course of the next school year, at a time when the improvement of reading comprehension has become a priority in the regional education policies.
