The Generalitat allocates 205,000 euros to the IVIA to investigate the DANA

The Department of Economy, Finance and Public Administration of the Generalitat Valenciana has authorized a credit transfer of 205,000 euros to finance research projects by the Valencian Institute of Agricultural Research (IVIA) aimed at the recovery of agricultural systems affected by the DANA (cold drop) of October 2024. The measure is detailed in a resolution dated July 30, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10435, of August 24, 2026, with reference DOGV-C-2026-26256 and file 06.059/26.

The action is part of initiative B.02.04 of the “Endavant” plan and entails the creation of a new transfer line X0202, under chapter VII of budget program 542E00 (R&D&i technology transfer), charged to fund DN24000000. For its financing, the available funds of subsidy line S1889, “Economic-social recovery plan for the territory affected by the DANA that occurred in the Valencian Community,” under chapter IV of program 612F00 (Miscellaneous expenses), are reduced.

A multi-year budget of 3.8 million

The IVIA, together with the Directorate General for the Common Agricultural Policy of the Department of Agriculture, Water, Livestock and Fisheries, is developing new actions to investigate the effect of the DANA on the main Valencian crops and to design methods that mitigate its negative effects and strengthen the resilience of agricultural systems against future DANAs. The institute estimates a total budget of 3,885,000 euros, distributed over three annual installments:

  • 2026: 205,000 euros
  • 2027: 1,840,000 euros
  • 2028: 1,840,000 euros

These actions were not budgeted in the automatic extension of the Generalitat’s budgets for 2025, therefore no credit was available for their processing. The new line X0202 is granted through transfers to organisms and entities of the Generalitat, with an unconditional contribution from the Generalitat Valenciana of 205,000 euros and no external contribution.

Regulatory framework and operation details

The resolution is issued under Article 24 and the forty-third additional provision of Law 6/2025, of May 30, on the Generalitat budgets for 2025, and Decree 204/2025, of December 26, of the Consell, which establishes the application criteria for the automatic extension of the budgets. The authority to resolve derives from the Resolution of February 12, 2024 (DOGV 9792, of February 20), regarding the delegation of powers to the department’s bodies.

The operation is formalized in three agreements:

  • Reduction of 205,000 euros in line S1889, which changes from 200,007,747.41 to 199,802,747.41 euros.
  • Increase of 205,000 euros in application G.542E00.71090, with the inclusion of the new line X0202.
  • Modification of the IVIA budget, both in income (application I.73000) and expenses (application G.542G00.64090), for the same amount.

The resolution is signed by Alida C. Mas Taberner, Undersecretary of Economy, Finance and Public Administration, dated July 30, 2026.

Relevance for the agricultural sector

The transfer guarantees the launch of a key research line for the resilience of the Valencian agricultural sector, one of the hardest hit by the DANA of October 2024. With this initial allocation, the IVIA will be able to start crop recovery and adaptation projects, while ensuring the multi-year funding that will allow the results to be consolidated in the coming years.
