The Generalitat calls for mathematics reinforcement in subsidized schools

The Department of Education, Culture and Universities has established the procedure for participation and allocation of additional teaching hours so that private subsidized educational centers in the Comunitat Valenciana can implement the Territorial Cooperation Program for the Reinforcement of Mathematical Competence during the 2026-2027 academic year. This is set out in the Resolution of August 27, 2026, signed by the regional minister María del Carmen Ortí Ferre, published in the Official Gazette of the Generalitat Valenciana number 10441, of September 1, 2026 (reference DOGV-C-2026-27682).

The program, funded by the Ministry of Education, Vocational Training and Sports, seeks to improve the level of performance in mathematical competence of students in Primary Education, Compulsory Secondary Education, and Basic Grade Vocational Training Cycles. For the 2026 financial year, the Comunitat Valenciana has an allocation of 14,744,633.00 euros, originating from the Agreement of June 3, 2026, of the Sectoral Conference on Education, published via the Resolution of June 11, 2026, of the Secretary of State for Education (BOE no. 150, of 06.20.2026), for a total amount of 120,562,298.00 euros.

Recipients and requirements

The program is aimed at private subsidized centers that provide Primary Education and/or Compulsory Secondary Education. To participate, centers must have the acceptance of at least 80% of the faculty, accredited by a certificate from the faculty session.

  • A maximum of 17 centers will be selected for the Primary stage.
  • A maximum of 15 centers will be selected for the Secondary stage.
  • Priority will be given to centers that already participated in the 2025-2026 academic year and, failing that, to those showing the greatest margin for improvement according to the Diagnostic Evaluation tests for 4th grade Primary and 2nd year ESO of the 2024-2025 academic year.

Additional hours and funding

Each selected center will receive 15 additional teaching hours per stage, which will be paid through the delegated payment payroll according to the economic modules of annual specific programs of the Generalitat Budget Law. The call is funded through the subsidy line S2043 “Aid for the program for the Reinforcement of mathematical competence,” of the budgetary subprogram 422A00, which has been increased by 261,835.60 euros via resolution of the Department of Economy, Finance and Public Administration of July 20, 2026.

The funding will not be compatible with other subsidies or aid intended for the payment of hours assigned to the teachers implementing the program.

Program actions

Participating centers must sign a program-contract with the educational administration and develop a Mathematical Competence Reinforcement Plan. Mandatory actions include:

  • Co-teaching in all 5th and 6th grade Primary groups, with at least two teaching periods per week per group.
  • Flexible grouping (students from two groups are distributed into at least three) or co-teaching in 1st and 2nd year of ESO (Secondary Education).
  • Promoting a methodological shift toward competency-based learning in mathematics.

Voluntary actions include extracurricular educational support of two hours per week for students with difficulties (maximum 12 students per group), co-teaching in the Basic Grade Vocational Training Cycle, and activities to foster interest in mathematics, such as programming workshops or participation in STEM competitions.

Application and Processing

Applications shall be submitted electronically via the form provided by the conselleria, within a period of ten business days from the day following the publication of the resolution. The instructing body is the General Directorate of Innovation and Educational Inclusion, and the Regional Secretariat of Education will resolve it by delegation of the consellera, within a maximum period of three months. The resolution will be published on the conselleria website and in the Diari Oficial de la Generalitat Valenciana.

The measure consolidates and extends to subsidized private education (enseñanza concertada) a program that the Generalitat already promoted in the 2025-2026 academic year, in a context where PISA 2022 and TIMSS 2023 results show a decline in the mathematical performance of Spanish students and a persistent gender gap. With this call, the regional administration seeks to reinforce mathematical competence and reduce these inequalities from the compulsory education stages.
