Por FactBox Admin

The Valencian Agency for Agricultural Promotion and Guarantee (AVFGA) has announced grants for the establishment of young farmers and new farmers in the Comunitat Valenciana, with basic premiums of 30,000 and 20,000 euros that can be increased up to 80,000 and 70,000 euros. The call is formalized in the Resolution of September 25, 2026, from the agency’s Directorate, signed by Vicente Tejedo Tormo, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10461, of September 29, 2026. The call takes effect from October 5, 2026, and the application period is two months.
The grants are part of the Strategic Plan for the Common Agricultural Policy of Spain 2023-2027 (PEPAC) and implement Article 75 of Regulation (EU) 2021/2115, which enables Member States to support the establishment of young and new farmers. The regulatory bases are Order 9/2025, of June 20, of the Department of Agriculture, Water, Livestock and Fisheries, published in DOGV no. 10137, of June 25, 2025.
The call comprises two regional interventions: 6961.1, for the establishment of young farmers, and 6961.2, for the establishment of new farmers. The summary of the resolution is published with the identifier BDNS 931561 and refers to the National Database of Subsidies.

- Young farmers: basic premium of 30,000 euros, expandable up to 80,000 euros.
- New farmers: basic premium of 20,000 euros, expandable up to 70,000 euros.
- Increases of 10,000 euros for circumstances such as exceeding 2 AWU, establishing a mixed crop-livestock farm, locating more than 50% of the AWU in areas with natural limitations or in the Natura 2000 Network, having conditioning or processing facilities for at least 25% of production, recovering abandoned land equivalent to 0.5 AWU, or incorporating competitiveness and R&D&i actions.
- Payment is divided into two installments: 70% upon proving establishment and the remaining 30% upon completion of the business plan.
Requirements, deadlines and processing
- Applicants must establish themselves for the first time as holders of an agricultural holding and present a business plan that allows them to achieve the status of professional farmer and a minimum size of 1 UTA, with a priority holding qualification.
- The establishment may have started up to 24 months before the application, but it cannot be completed.
- The establishment must be accredited within a maximum of 6 months from the granting of the aid, and the business plan must be concluded within 36 months.

- The managing body is the Comarcal Agricultural Office corresponding to the locality where the majority of the holding is located in UTA.
- The maximum period to resolve and notify is six months from the publication of the summary.
Financing and competitive bidding
The global allocation amounts to 8,270,000 euros for the establishment of young farmers and 1,530,000 euros for new farmers, distributed across the years 2027, 2028, and 2029. The grants are co-financed by the European Union at 60% through the EAFRD, 16.24% by the General State Administration, and 23.76% by the Comunitat Valenciana.
The granting is carried out under a competitive bidding regime, with a minimum threshold of 15 points. The scale awards 10 points for exceeding 2 UTA or for establishing themselves in non-exclusive ownership modalities; 7 points for areas with natural limitations or for organic and differentiated quality production; 5 points for shared ownership, for women accessing ownership, or for environmental actions; and 3 points for integration into associative entities or for recovering agricultural potential destroyed by catastrophes.
Generational renewal and the depopulation of rural areas are the two problems that the resolution itself points to as justification for these lines, defined as two of the most relevant interventions of the CAP Strategic Plan (PEPAC) in the Comunitat Valenciana. For young people who wish to join the Valencian countryside, the window opens on October 5 and closes two months later, with a threshold of 15 points conditioning access to the aid.
