The Generalitat announces grants to combat homelessness and social exclusion

The Department of Social Services, Family and Childhood has approved the regulatory bases and the call for applications for the 2026 fiscal year for grants intended to finance social intervention projects for highly vulnerable populations and those in situations of extreme social exclusion. The resolution, signed on August 26, 2026, by the regional minister Elena Albalat Aguilella, is published in the Official Gazette of the Generalitat Valenciana (DOGV no. 10449, of September 11, 2026), with reference DOGV-C-2026-28819, along with the summary of the call (DOGV-C-2026-28807).

The call is part of the Strategic Grant Plan of the Second Vice-Presidency and Department of Social Services, Equality and Housing 2024-2026, which prioritizes reducing the feminization of poverty and promoting the inclusion of homeless people. The text highlights the notable increase in single women with dependent children in situations of vulnerability and defines homelessness according to the ETHOS typology, which encompasses rooflessness, insecure housing, and inadequate housing.

Amount and financing

The grants are awarded on a competitive basis charged to the Generalitat’s 2026 budgets (Law 4/2026), through two budget lines of two million euros each:

• S2090, intervention regarding homelessness, with a maximum amount of €2,000,000.
• S2051, aid program for motherhood and sudden poverty, with an additional €2,000,000.

To these amounts is added an additional credit of €2,000,000, which will be applied to applications that, while meeting all requirements, did not obtain a grant due to the exhaustion of the initial credit. Its effectiveness will require a prior declaration of availability and its publication in the DOGV.

Axes of action

The projects are classified into eight axes, with different amounts and execution periods:

• Street intervention (€800,000, max. €100,000 per project, 24 months).
• Intervention in settlements (€800,000, max. €100,000, 24 months).
• Socio-labor inclusion itineraries (€200,000, max. €50,000, 12 months).
• Care and accompaniment at shelters or housing (€80,000, max. €20,000, 12 months).
• Emergency actions (€100,000, max. €10,000, 12 months).
• Innovation and research (€20,000, max. €10,000, 12 months).
• Regional project for adverse weather conditions (€500,000, a single project, 18 months).
• Immediate municipal intervention and strategies to combat homelessness (€1,500,000, 12 months).

Beneficiaries and deadlines

Third-sector social action entities registered in the General Registry of Holders of Social Services Activities, Services, and Service Centers, as well as local entities that have a census of homeless people or have participated in the most recent night count, may apply for the grants. Pregnant women or those with dependent minors are considered especially vulnerable.

• The application period is ten business days from the publication of the summary, exclusively via electronic means through the Generalitat’s electronic office.
• The resolution must be notified within a maximum period of three months.
• Projects must allocate 3% of the grant to awareness campaigns; local entities without a municipal strategy may allocate up to €10,000 to develop one.

The call, identified in the National Grants Database with number 927405, reinforces the care network for homeless people in the Comunitat Valenciana, with a special focus on preventing residential exclusion and responding to adverse weather conditions in municipalities with fewer than 25,000 inhabitants. For third-sector entities and city councils, it represents an opportunity to finance specialized and sustainable interventions that bring these populations closer to accessing a dignified life and full social participation.
