The Generalitat announces grants for NGOs for humanitarian action in 2026

The Department of Social Services, Family and Childhood of the Generalitat Valenciana has approved the regulatory bases and has called for grants for the 2026 financial year intended for non-governmental development organizations (ONGDs) to finance humanitarian action projects to aid victims of natural disasters and armed conflicts, or populations in situations of extreme vulnerability. The call, signed on August 25, 2026, by the regional minister Elena Albalat Aguilella, is published in the Official Gazette of the Generalitat Valenciana number 10444, dated September 4, 2026, with the references DOGV-C-2026-27805 (full resolution) and DOGV-C-2026-28069 (extract of the call).
The measure is framed within article 62.3 of the Statute of Autonomy of the Comunitat Valenciana, which obliges the Valencian public authorities to promote peace, solidarity, and development cooperation, and within Law 18/2017, of December 14, on cooperation and sustainable development. The grants are linked to the Strategic Grant Plan 2024-2026 of the First Vice-Presidency and Department of Social Services, Equality and Housing, and are financed through lines S0507, S0306, and S0506 of the Generalitat budget for 2026.
Budget and amount
The call, processed under a competitive bidding regime, has a total amount of 11,504,137.37 euros, distributed as follows:
- 9,904,137.37 euros for current expenses (chapter IV).
- 1,600,000 euros for capital expenditures (chapter VII).
The extract of the call is registered in the National Grants Database (BDNS) with the identifier 927188.
Eligible actions
Projects may fall into five types of action, as detailed in the first base of Annex I:
- Action A: humanitarian action in chronic or prolonged crises, with a vulnerability reduction approach.
- Action B: complex emergencies derived from armed conflicts, implemented by multilateral organizations, with an emphasis on child protection.
- Action C: post-emergency for the reconstruction and rehabilitation of physical, economic, and social infrastructures.
- Action D: rapid response to sudden emergencies or the worsening of chronic crises.
- Action E: search and rescue in the face of international humanitarian emergencies caused by natural phenomena.
Requirements and deadlines
NGODs, United Nations agencies and their national committees or organizations representing them in Spain, and other Valencian cooperation agents who meet the requirements of the fourth base, may apply. Applications shall be submitted exclusively electronically through the electronic office of the Generalitat, within a period of twenty business days from the day following the publication of the call.
Each entity may submit a maximum of two applications individually, or three if applying as a group with another NGOD, and only one of the projects may be a type C action. Projects must obtain a minimum score of 65 points out of 100 in the objective evaluation criteria.
The resolution, which exhausts administrative remedies, takes effect from the day following its publication and may be appealed for reversal within one month or through contentious-administrative proceedings within two months. The call reinforces the response capacity of Valencian cooperation in the face of the increasing complexity of humanitarian crises, and opens a stable funding channel for third-sector entities to alleviate the suffering of populations affected by disasters and conflicts worldwide.
