La Generalitat concede un millón de euros a proyectos de vida independiente

The Department of Social Services, Family and Childhood has granted 1,000,000.00 euros to private non-profit entities to develop independent living projects through individualized itineraries aimed at people with disabilities or serious mental health problems. The decision is formalized in the Resolution of September 23, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10465, of October 5, 2026, within section III of administrative acts, with the official reference DOGV-C-2026-31103.

A call with 60 applications

The call stems from the Resolution of July 15, 2026, which established the regulatory bases and opened the process for the 2026 financial year (DOGV 10409, of July 21, 2026). According to the factual background, 60 grant applications were submitted for this purpose.

The Evaluation Commission prepared the proposed resolution based on the ordered list of applicants and their scores, applying the requirements and valuation criteria set out in the aforementioned July resolution. The entities provided a responsible declaration of compliance with the obligations of Law 38/2003, of November 17, General Law on Subsidies.

The competent body to resolve is the Directorate General for Persons with Disabilities, by delegation of the counselor, in accordance with the Resolution of May 27, 2026, regarding the delegation of powers (DOGV 10373, of May 29, 2026). The text appears signed by Bárbara Congost Miron, Director General for Persons with Disabilities.

Annex I of the resolution details the beneficiary private non-profit entities and the amounts granted. Among the highest grants are:

  • Fundación Fesord de la Comunidad Valenciana: 34,000.00 €.
  • Asociación de Personas con Discapacidad de Torrent (ADISTO): 34,000.00 €.

The expenditure is charged to the grant line S0211 and the budget application G01160304GE00000.313D00.48101 – Fund TE22000018, with accounting file GASTOS/2026/0000281111.

Denials and reasons

Annex II lists the denied applications, along with the affected itinerary and the reason. The resolution lists six causes for exclusion:

  • Failure to reach the minimum score of 60 points required by the ninth clause of Annex I.
  • Lack of budgetary allocation following the competitive process.
  • Duplicate itinerary, submitted by two entities.
  • Failure to address the area of supported employment, prospecting, and labor insertion.
  • The itinerary having been funded for three years under this same line.
  • The person being served by a residential resource of the Valencian Public System of Social Services.

Advance payment and justification period

The grant is paid in accordance with article 47.1.c) 2º of Law 4/2026, of July 22, on the Generalitat budgets for 2026, with 100% of the amount advanced once granted. The maximum deadline for the justification of expenditure ends on January 31, 2027; failure to justify or late submission may lead to a reduction of the aid and the reimbursement of the amounts received, with late payment interest.

Beneficiary entities also assume obligations of active publicity and transparency, and must disseminate the public nature of the funding using the Generalitat Valenciana logo. Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

The resolution consolidates public support for the third sector of disability and mental health in the Comunitat Valenciana: one million euros destined for dozens of entities that accompany users in their transition toward an independent life, with supported employment and labor insertion among the requirements demanded of the projects.
