The Generalitat grants aid to 59 Valencian associations of municipalities

The General Directorate of Local Administration of the Second Vice-Presidency and Department of the Presidency has resolved to grant aid for a total amount of €299,999.63 to 59 associations of municipalities (mancomunidades) of the Valencian Community, intended for the support of their current expenses. The resolution, signed on September 1, 2026, by the Director General of Local Administration, José Antonio Redorat Fresquet, is published in the Official Gazette of the Generalitat Valenciana number 10445, of September 7, 2026 (reference DOGV-C-2026-28066).
Regulatory Framework and Call for Applications
The aid is framed within the regulatory bases approved by Decree 3/2016, of June 10, of the President of the Generalitat, published in DOGV no. 7805, of June 14, 2016. The call for the 2026 financial year was carried out through the Resolution of May 21, 2026, of the Second Vice-Presidency and Department of the Presidency, published in DOGV no. 10378, of June 5, 2026.
To determine the amount of each grant, two objective criteria are assessed, based on a maximum of six points:
- Budgetary resources (chapter II, current expenses on goods and services), up to three points: up to €100,000, 1 point; from €100,000.01 to €300,000, 2 points; from €300,000.01, 3 points.
- Associated population, up to three points: up to 10,000 inhabitants, 1 point; from 10,001 to 50,000, 2 points; from 50,001, 3 points.
Applications and Resolution
60 applications were submitted to the call, of which 59 were admitted and technically evaluated. The Evaluation Commission, in its meeting on July 27, 2026, submitted the proposed resolution with a total of 251 points. The only application not admitted was that of the Mancomunidad Valle de Ayora-Cofrentes, for failing to attach the municipal budget certificate, as it is a newly created entity and its budget is currently being drafted.
The amount is paid from chapter IV, subsidy line S0251 of application G01050403, program 125A00 (Local Administration and territorial organization of the Consell), of the extended 2025 budget of the Generalitat for 2026. Among the beneficiary entities are, among others, the Mancomunidad Río Mijares, the Mancomunitat de Municipis de la Safor, the Mancomunidad de la Ribera Alta, the Mancomunitat de l’Alcoià i el Comtat, and the Mancomunidad de Camp de Túria.
Obligations of the Beneficiaries
The beneficiary associations must justify, within one month from the publication of the resolution, the incurrence of eligible current expenses from chapter II of the 2026 budget, carried out between January 1 and the last day of the month of publication. The aid will be paid in a single payment, upon presentation of:
- Certification of expenses incurred according to the model of procedure G16274 of the Generalitat.
- Certified copy of the regulatory invoices and supporting documentation.
- Certificate accrediting that the entity is up to date with its accountability reporting to the Sindicatura de Comptes.
In the event that the justification does not reach the granted amount, the aid will be reduced proportionally, and it will be revoked if the justification is not submitted within the deadline. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Comunitat Valenciana within two months.
Impact
The grant extends financial support to the local administration of the three provinces, guaranteeing the operation of the mancomunidades (associations of municipalities) that provide joint services to Valencian municipalities. The coverage of current expenses reinforces the capacity of these entities to sustain social, supply, and territorial management services throughout the Comunitat.
