Por FactBox Admin

The Generalitat has granted nominative grants totaling 234,000 euros to install and operate thirteen ATMs in municipalities of the Valencian Community that lack banking services. The decision is formalized in the Resolution of October 1, 2026, of the Second Vice-Presidency and Department of the Presidency, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10468, of October 8, 2026, with official reference DOGV-C-2026-31765. Nine of the initially planned localities have waived the grant.
The grant line S1377, titled “Provision of ATMs in certain municipalities and population centers,” is endowed with 414,000 euros in Law 4/2026, of July 22, on the Generalitat budgets for the 2026 financial year (DOGV no. 10425, of 10/08/2026), within subprogram 125B00 Fight against depopulation and territorial cohesion, chapter 4. The regulatory framework is Article 29 of Law 5/2023, of April 13, comprehensive measures against depopulation and for territorial equity, which recognizes access to basic banking services to avoid the financial and social exclusion of residents in rural centers.
Of the 22 beneficiary local entities and 23 ATMs initially planned, the resolution accepts the waiver of nine municipalities and finally grants thirteen ATMs, at a rate of 18,000 euros each, up to a maximum amount of 234,000 euros charged to the budget application G0105.04.03.125.B.00 S1377. The grants are processed as nominative subsidies under Article 168.1 A) of Law 1/2015, of February 6, on public finance, the instrumental public sector, and grants.
Thirteen municipalities will receive an ATM
The beneficiary municipalities and the assigned amount are as follows:
- Alfafara: 1 ATM, €18,000.00
- Azuébar: 1 ATM, €18,000.00
- Catí: 1 ATM, €18,000.00
- Gaibiel: 1 ATM, €18,000.00
- La Pobla de Benifassà: 1 ATM, €18,000.00
- La Pobla Tornesa: 1 ATM, €18,000.00
- La Salzadella: 1 ATM, €18,000.00
- Useras: 1 ATM, €18,000.00
- Villahermosa del Río: 1 ATM, €18,000.00
- Vistabella del Maestrat: 1 ATM, €18,000.00
- Alborache: 1 ATM, €18,000.00
- Macastre: 1 ATM, €18,000.00
- Villargordo del Cabriel: 1 ATM, €18,000.00
The purpose of the grant is to promote the installation, maintenance, and operation of these ATMs, including the supply and necessary technical support. Eligible expenses are the current expenses inherent to the annual costs of the installation and operation contract.
Nine waivers and accessibility requirements
The resolution accepts the waiver of the nominative aid stipulated in the budget law for the municipalities of Montesa, La Torre d’en Doménec, El Ràfol de Salem, Sierra de Engarcerán, Benifallim, Costur, Sacañet, Vallanca, and Bèlgida.
The beneficiary town halls must install the ATM in a building or premises under local ownership of their choice, which must comply with the applicable technical security requirements. The banking services provided must be inclusive and accessible to all users, with accessible hours and guaranteed security conditions. The ATM must display the Generalitat logo in a visible place, and its funding shall be disseminated preferably through the municipal website.
Deadlines, management, and expenditure control
Beneficiary entities have a period of five business days from the publication of the resolution to submit, via the electronic office, the letter of conformity signed by the mayor’s office. The justification for the aid must be submitted no later than December 10, 2026, by means of a municipal technical report, at least two photographs of the installed ATM, and certification from the Secretaría-Intervención including invoices and payments.
Processing and management are the responsibility of the Directorate General of Local Administration, under the Second Vice-Presidency and Conselleria of the Presidency. The control plan will be administrative and will cover at least five percent of the total paid in the line. The resolution, signed by José Antonio Redorat Fresquet, Director General of Local Administration, exhausts the administrative route and allows for an optional appeal for reversal before the Presidency of the Generalitat within one month, or a contentious-administrative appeal before the Superior Court of Justice of the Valencian Community within two months.
The measure responds to the strategic objective of ensuring the availability of basic services in municipalities at risk of depopulation. For the residents of these thirteen rural centers, the arrival of the ATM avoids travel to operate with cash and reinforces territorial cohesion, although the nine waivers leave as many localities without financial coverage that had already counted on the budgeted allocation.
