The Generalitat completes the Fund for Rural Municipalities with 311,974 euros

The Department of the Presidency of the Generalitat de Catalunya is distributing an additional 311,974.04 euros among rural municipalities to complete the allocation of the Specific Fund for Rural Municipalities for the 2026 financial year. The decision is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9758, of September 25, 2026, through Resolution PRE/3390/2026, of September 22 (CVE-DOGC-A-26266006-2026). The specific amounts for each city council appear in the annex of the resolution.

The fund was created by article 25 of Law 8/2025, of July 30, on the Statute of Rural Municipalities, as an unconditional specific allocation addressed to rural municipalities and rural municipalities of special attention. The second transitional provision of this regulation sets, for the first year of application, a percentage of the amount that each municipality receives from the Local Cooperation Fund of Catalonia. Law 10/2026, of July 9, on the budgets of the Generalitat de Catalunya for 2026, allocated 8,879,177.15 euros to budget item PR1501D/460000300/7110/0000 of the Department of the Presidency to finance this fund.

An unconditional fund with three population tiers

The percentages applicable to the Local Cooperation Fund are as follows:

• 15% for rural municipalities between 501 and 1,000 inhabitants that are not considered to be of special attention.
• 25% for rural municipalities of special attention.
• 10% for the remaining rural municipalities.

These amounts serve as the basis for calculating the following year.

Why a second resolution is necessary

On July 9, 2026, Resolution PRE/2286/2026, of July 6, was published in DOGC no. 9704, which distributed 8,374,685.62 euros among the municipalities of Catalonia. That resolution was issued within the framework of the budget extension derived from Decree 272/2025, of December 23, and Decree-law 3/2026, of March 24.

The subsequent approval of Law 10/2026 modified the amounts of the Local Cooperation Fund that serve as the calculation basis, such that the final allocation of the fund for 2026 is set at 8,686,659.66 euros, and it was necessary to adjust the allocations already distributed.

How the 311,974.04 euros are distributed

The resolution distributes 321,153.57 euros among the municipalities whose allocation needs to be completed and downwardly adjusts, for a total of 9,179.53 euros, the allocations of the municipalities that now receive less than with the first resolution. The net result pending distribution is 311,974.04 euros. Some examples from the annex:

• Esterri d’Àneu: supplement of 1,898.90 euros.
• Odèn: readjustment of -733.48 euros.
• Plans de Sió: readjustment of -0.29 euros.
• Montferrer i Castellbò: final amount of 30,425.94 euros, the highest in the annex.

The annex details for each municipality the amount of Resolution PRE/2286/2026, the final amount resulting from Law 10/2026, the supplement, and the readjustment, with a total of 8,374,685.62 euros, 8,686,659.66 euros, 321,153.57 euros, and -9,179.53 euros, respectively.

Payment conditions and means of appeal

Payment is subject to compliance with the duty to submit the economic-financial documentation regulated by article 145 bis of the revised text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28. The resolution also authorizes the allocation of credits and orders the recognition of obligations, with accounting in the GECAT corporate system.

Publication in the DOGC replaces individual notification and has the same effects. Municipalities may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within a period of two months starting from the day after publication, or optionally submit a prior request to the Secretariat of Local Governments and Relations with Aran.

The resolution bears the signature of Xavier Amor Martín, Secretary of Local Governments and Relations with Aran, by delegation of the head of the Department of the Presidency (Resolution PRE/3594/2025, of October 1), and is issued following the proposal report of the Director General of Local Administration of July 31, 2026.

For small councils, this income is direct, unconditional, and does not require a prior application: it arrives via participation in the Generalitat’s revenues and can be freely allocated to the needs of each municipality. The resolution thus closes the distribution cycle of the 2026 fund and sets the amounts that will serve as the basis for calculating the allocation for the next financial year.
