The Generalitat authorizes a 1.8 MW photovoltaic plant in Enguera

The Territorial Service of Industry, Energy and Mines of Valencia has granted the prior administrative authorization and the administrative construction authorization for the One Victoria Solar 3 photovoltaic power plant, with an installed capacity of 1.8 MW, promoted by One Victoria Solar 3, SLU in the municipality of Enguera (Valencia), and has approved the decommissioning plan for the facility. The resolution, signed on February 10, 2026, by the head of the service, Roberto Javier Anchel Añó, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10457, of September 23, 2026, in section III of administrative acts, with the official reference DOGV-C-2026-29503 and file ATALFE/2022/4/46.

The processing began on February 6, 2022, when the company submitted its application to the electronic registry of the Generalitat Valenciana (entry registry GVRTE/2022/335985). The file was admitted for processing on November 2, 2022, and was resolved through the integrated authorization procedure for photovoltaic plants on non-urbanizable land of Decree-law 14/2020, of August 7, of the Consell, in application of Law 24/2013, of December 26, of the electricity sector, and Decree 88/2005, of April 29. The application and its documentation were subject to public consultation for fifteen days, with announcements in the DOGV of May 7, 2024 (no. 9843) and in the Official Gazette of the Province of Valencia of May 13, 2024 (no. 91).

Technical characteristics of the plant

The installation is located in polygon 28, plots 24 and 25 of Enguera, with the evacuation infrastructure on plot 25. Its main data are:

• Installed capacity: 1.8 MW; total power of the photovoltaic modules (peak): 2.011 MW (2.313 MW bifacial).
• 2,756 monocrystalline bifacial modules of 730 Wp (788 Wp with bifaciality).
• Fastening system: table with driven dual-axis tracker; maximum nominal power of the inverters: 1,800 kWn.
• Transformation center of 2,340 kVA (0.45/20 kV) and a 20 kV underground line of approximately 15 meters.
• 20 kV underground evacuation line of approximately 7.25 meters to the connection point enabled by the distributor.
• Total material execution budget: 1,344,839.99 euros.

The energy will be evacuated to the distribution network owned by Eléctricas Enguerina, SL, whose network manager is I-DE Redes Eléctricas Inteligentes, SAU. The sectioning center and the evacuation line are processed in independent files (ATASCT/2023/26/46 and ATLINE/2023/42/46).

Dismissed allegations and environmental conditions

During the public information period, two objections were submitted, from the Asociación para la defensa de la naturaleza de Enguera and the Plataforma La Canal Verde, warning about the project’s location in a special protection area for birds, the risk of forest fires, and urban planning incompatibility. The territorial service dismissed them after confirming favorable reports regarding territory, landscape, and environment.

The authorization is subject to binding territory and landscape reports and includes corrective measures on water infiltration and drainage, landscape integration (light colors for buildings, preservation of olive trees outside the fencing, roads with natural crushed stone), and the protection of biodiversity and birdlife. It also requires the layout of the evacuation line to be restricted to the existing path to reduce the impact on the public utility mountain V075 «La Redonda».

Deadlines, decommissioning guarantee, and municipal fee

The decommissioning and land restoration plan, signed on January 30, 2026, has a budget of 47,528.49 euros. The holder must establish a financial guarantee for the same amount with the Agencia Tributaria Valenciana, with a minimum duration of five years and renewable throughout the plant’s useful life.

The maximum period to request the operating authorization is seven months from the notification of the resolution, and commissioning requires that the grid connection facilities be completed. The municipal urban planning license will require the payment of a use and exploitation fee on non-developable land equivalent to 2% of the material execution budget of the works, which the city council may reduce by up to 50% if the installation generates significant local employment. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Dirección General de Energía y Minas within one month.

The authorization unlocks the construction of a new renewable plant in the region of La Canal de Navarrés, with an investment exceeding 1.34 million euros, and sets out in writing the environmental restoration and landscape integration obligations that the developer must assume. For the residents of Enguera, the file also leaves the urban planning fee and pending municipal licenses in the hands of the city council.
