The Generalitat authorizes the One Victoria Solar 3 solar plant in Valencia

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery of the Generalitat Valenciana has issued a favorable resolution for the implementation of the “One Victoria Solar 3” photovoltaic plant on non-developable land in the province of Valencia. The decision was made known through an announcement published in the Official Gazette of the Province of Valencia number 176, dated September 14, 2026, with reference 2026/10939.

The resolution, processed by the Territorial Service of Industry, Energy and Mines of Valencia, jointly grants the authorization for implementation on non-developable land, the prior administrative authorization, and the administrative construction authorization for the project, under file ATALFE/2022/4/46.

A project processed within the framework of territorial planning

The authorization is part of the procedure that the Generalitat applies to renewable generation facilities intended to be located outside of developable land. The favorable resolution implies that the project passes the prior administrative and construction procedures required by sectoral energy regulations and by the territorial planning of the Valencian region.

The announcement adds to a series of similar resolutions published in the same gazette over the last few weeks for other photovoltaic plants in the province, reflecting the activity of the territorial body in the processing of renewable projects.

Authorizations included in the resolution

The favorable resolution groups three administrative authorizations granted in a coordinated manner:

• Authorization for implementation on non-developable land, which enables the occupation of rural land for energy use.
• Prior administrative authorization, which validates the feasibility of the project and its technical characteristics.
• Administrative construction authorization, which allows the execution of the installation works.

File ATALFE/2022/4/46 is thus resolved favorably, allowing progress in the materialization of the plant.
